Council recognized Mr. A.J. Skotnicki, 3535 Bedfor
Circle, Carlsbad, representing the Buena Vista
Lagoon Action Co:mmittee. Mr. Skotnicki briefly
explained the proposed program, and noted the poss
bility of parking problems, should there be heavy
attendance. He also indicated that the request was for June 13, 1981, and not June 6 , 1981, as indicated on the Agenda. He further requested
that the City pay for the printing of handbills
for distribution.

Discussion related to the possibility of utilizing a bus for the tour, which would assist in elimin-
ating parking problems for many vehicles.
I Council agreed that the City support the Buena Vis Lagoon Day on June 13, 1981, or an appropriate day directed staff to investigate the cost of provid- ing transportation for the tours, and agreed that the City pay for the printing of handbills. 1 1 [281 2. BUENA VISTA LAGOON. I
Council members expressed their opinions as to the desired make-up of the Conimittee, including the number of members, and whether the members should be elected officials, members of City staff-,
or citizens at large.
Council recognized A.J. Skotnicki, 3535 Bedford Circle , Carlsbad.. Mr. Skotnicki indicated though he was Chairman of the.Buena Vista Lagoon Action Committee, he wa.s speaking on his om behalf in this case. Mr. Skotnicki spoke in favor of the Committee, and requested that the Committee mem-
bers be allowed to vote, that an elected official from each City serve on the Committee, that the
Committee meet in public, that the resolution for
formation specify where the monies would come from
to support the Committee, and that one additional
person serve on the Committee from another organi-
zation, such as the League of Women Voters, or the
Audubon Society. Mr. Skotnicki concluded by sug-
gesting that a section be added to the resolution which would provide for a reporting procedure to
reach the City Council.

Council concurred that an elected official from
each of the three cities serve as a member of
the advisory committee, and that those elected
officials would be allowed to vote on matters.

Council also agreed that the meetings take place in public, and be open to public testimony.
Council discussion also reflected concurrence that the resolution contain a provision for a periodic
report to the respective Councils; and that the Committee, when formed, would discuss and make recommendations on the supporting monies necessary. a
Council agreed and indicaked &heir intent to par- ticipate in the organization of a Tri-City Advie sory Committee on the basis of their discussions during this meet.ing.
Council agreed that the Committee should consider inviting those organizations and any other persons
who are well versed on the matter in each commu-
nity to attend t,hese meetings in an advisory capa-
city.
Council also agreed that the exisiting Buena Vista Lagoon Action Colmmittee remain in existance until such time as it is determined whether the Lagoon is going to be d.redged.

Kr, Frank Mannen., Assistant City Manager/Adminis- tration, gave a brief introduction to the matter,.
After discussion, the following actions/changes were made by Council:
Council deleted Objective F-3-6 on page 11.
Council agreed t:hat the word "Central" be deleted from Objective E:-2-3, on page 8. Council also
agreed that the words "dates suggested by Library
Board" be added to Objective E-2-3.
