MEETING OF : CITY COUNCIL

Adjourned Regular Meeting
I 1 CALL TO ORDER was made by Mayor Casler at 6:02 P.M.
ROLL CALL was taken by the City Clerk as follows:
Present - Council Members Anear, Chick, Kulchin,
Lewis, and Casler.
1[92] 1. RECLAIMED WATER MASTER PLAN STUDY.
The City Manager gave a brief introduction to the matter,
and referenced a list distributed by Roger Greer,
containing a synopsis of prior studies pertaining to
water reclamation. He indicated that no decisions were
requested at this time, but Council discussion on the
matter was desired.
Mr. Glenn M. Reiter, of Glenn M. Reiter and Associates,
4126 Avati Drive, San Diego, addressed Council. Mr.
Reiter first gave a brief history explaining concerns and
activities of metropolitan water agencies with regard to
water needs since the defeat of the proposition of the
Peripheral Canal. He indicated that reclaimed water was
being recognized as an alternate water source, and added
that the City needs a strategy for reclaimed water. He
referenced the proposal dated June 29, 1982 which was
presented to Council earlier, and briefly outlined the
five areas to be studied and considered if the proposal
were approved.
Council discussion related to the possibility of other
water agencies sharing in the cost of the study, the
possibility of obtaining a lower energy charge for
reclaiming water to make the cost competitive, and
whether a study was actually required to the extent as
proposed.
Council directed Staff to place the matter on an agenda
for a workshop session in the near future.
2. CLOSED SESSION.
Council adjourned at 6:48 P.M. to a Closed Session, and
Mayor Casler announced that litigation and personnel
matters would be discussed. I Council reconvened at 10:12 P.M., with all Council Members
present.
I Council adopted the following Resolution:
RESOLUTION NO. 6941, AUTHORIZING NEGOTIATIONS WITH
COSTA REAL MUNICIPAL WATER DISTRICT.
ADJOURNMENT
By proper motion, the meeting was adjourned at 10:13 P.M.
