Mike Holzmiller, Land Use Planning Manager, gave a brief introduction noting there were two items under
consideration, and they would be handled separately.
Pat Tessier of the Research/Analysis Department, with
the aid of a transparency, gave a history of
activities on the Agua Hedionda Land Use Plan since it
began in December, 1975.
Mayor Casler opened the public hearing at 6:16 p.m.
and issued the invitation to speak.
John McAdams, Cannon Road, addressed the Council,
asking about the south side of Cannon Road. Pat
Tessier answered that they only dealt with the section of the road that fell within the Plan.
Since no one else wished to speak on this matter, Mayor Casler closed the public hearing at 6:17 p.m.
The following Resolution was adopted:

Mike Holzmiller gave the staff report on the zone code
amendment with the aid of a transparency showing the
properties which would be affected. He explained they are properties defined as those that don't front on
the Lagoon or are outside of the first major road
around the Lagoon. On those certain properties, the
City would issue coastal permits, and the other properties would continue to go to both the Coastal
Comnission and the City for permits.

always have permanent jurisdiction over the body of
water itself.
Mayor Casler opened the public hearing at 6:27 p.m. and issued the invitation to speak. Since no one wished to speak on this matter, the public hearing was

Mike Holzmiller gave the staff report noting the item
was continued from the February 1, 1983, meeting for clarification of definition. With the aid of a wall exhibit, he explained the proposed method for measuring building height.
Mayor Casler opened the public hearing at 6:34 p.m. and issued the invitation to speak. Since no one wished to speak on this matter, the public hearing was closed.

Roger Greer, Utilities Director, gave the report on this item as contained in the Agenda Bill.
Mayor Casler stated she had voted for the SWAG Resolution because she thought it was feasible and
encouraged the re-use of water in some way, but she felt the modification was reasonable and exhibited the
many ways treated waste water can be used.

18. AB #7291 - SPEED LIMITS FOR PARK DRIVE.
Roy Kackley, City Engineer, gave the staff report, with the aid of a transparency showing the areas of
Park Drive and the speed limits proposed.
The Members of the Council questioned the posting of two speed limits in the area instead of one constant
speed, and Mr. Kackley explained that in the open
space the 35 mph limit was the speed indicated by the traffic study, and would then allow radar to be used
in that area.

Roy Kackley gave the staff report on this item as contained in the Agenda Bill and stated with approval tonight, construction should start in October.
Council Member Chick inquired abut Proposition H and how it related to this project, and the City Attorney answered that this was a long-standing contract that was signed before that Ordinance was adopted. The mney has been in a trust fund and the bulk of the
mney was from developers, with the City of Carlsbad
mney being a minor part. This is a pre-existing contract the City is bound to honor according to the
California Constitution.

North County Transit District
Council Member Kulchin gave a brief report on their recent meeting.
Circulation Committee
Council Member Lewis reported the Committee had met
and set up ground rules. 1 COUNCIL ADDITIONAL BUSINESS
Mayor Casler indicated she had received a packet from
the San Diego Resource Rally asking for a
representative from Carlsbad to participate. She indicated if a Council Member desired to volunteer,
they should let her know.
OFF AGENDA ITEM:
Council unanimously agreed to discuss the travel request. I( 76) Travel Request
Assistant City Manager Frank Mannen reported he had a request from Planning Conmissioner Farrow for permission to attend the Institute in March at Wnterey. There will be six Comissioners going. The
Conmissioner. . Council approved the travel request of the Planning

Council unanimously agreed to add the item to the Agenda for discussion.
Council referenced a draft letter and authorized the Mayor to send a letter to the Leucadia County Water
District regarding possible use of their land for a
temporary library facility.
