CALL TO ORDER:
The meeting was called to order at 4:04 P.M.,
by Mayor Casler.
ROLL CALL was taken by the City Clerk as follows:

Present: Council Members Casler, Lewis, Kulchin, Chick and Prescott.
Absent: None
OFF AGENDA ITEMS:
Mayor Casler requested Council consideration in adding the matter regarding the sound system at Holiday Park to the council agenda
for discussion and action.

Mayor Casler reported on her conversation
with Laurie Boone, who relayed complaints and problems dealing with the sound system at Holiday Park. It was noted that the sound system was preset at the factory to cut off
when the noise level reached 60 decibels,
per Council instruction. Mrs. Boone indicated
that the complaints received were from parti-
cipants providing entertainment at last year's
Book Faire, resulting- in their indication
that if the sound 'system remained as is, they
would not provide entertainment this year at
the Book Fair.
Mayor Casler indicated the request was for the sound system cut off to be bypassed for the Book Fair event to be held on May 15, 1983.
Council discussion reflected that the event would take place during the day, therefore, surrounding areas would not be disturbed in the evening. But it was also noted that the
bypass would only be authorized for this event.
Council authorized staff to bypass the cut off Casler X
in the sound system at Holiday Park for the Lewis xx Book Fair to be held on May 15, 1983. Kulchin X Chick X Prescott X Mayor Casler requested Council consideration
of adding the request of the Batiquitos Lagoon Foundation and the Hunts matter to the agenda for Council discussion.
Council agreed to add the two items to the Casler X agenda for discussion. Lewis xx Kulchin

Batiquitos Lagoon Foundation Request
Mayor Casler referred to the letter from the
Batiquitos Lagoon Foundation requesting
assistance from the City for the Lagoon clean- up project in May, 1983.
Mayor Casler referred to the number of items
requested and recommended that the City print the fliers, co-sponsor the use of Heritage Hall on Wednesday, May 18, 1983, for the Planning Workshop, portable toilets,
supply trash bags, a driver and a truck to pick up the trash.
She indicated the previous year people were given a trash bag and a pair of grippers, and when their bag was full, they tied it and set it by the side of the road for pick up by the City truck. She indicated it worked
well last year and recommended the same method be used this year. She also indicated a couple of trash cans could be placed at the
picnic area.
Council concurred with the Mayor's recommenda- tion.
Council Member Kulchin indicated that she
had been informed that an essay contest
would take place at the San Dieguito School
and she suggested that Carlsbad Schools be included.
Batiquitos Lagoon Appreciation and Planning

Mayor Casler referenced the letter from Hunts
Properties, dated April 19, 1983, and indicated
that the City would be working with them to
co-sponsor the event. It was also noted that the City would be assisting with the develop- ment of the guest.list.

Mayor Casler requested that Council consider the matter of fireworks and requested that it be added to the agenda.
Council determined to add the matter of
fireworks to the agenda for discussion.

Mayor Casler reported on a meeting with
Archie Hicks and a few other interested people
regarding a Fourth of July fireworks display.
She indicated that it had been determined that
it should be held at the high school, there
should be some kind of musical program, and the fireworks. She indicated this was pro- vided to inform Council of the matter in that the City may be asked for assistance such as
firemen standing by and reserve officers.

She also indicated that the total cost of the program could be funded by private
contributions.
CLOSED SESSION :
Council adjourned to a closed session at
4:18 P.M., and Mayor Casler announced that labor relations would be discussed.
Council reconvened at 5:40 P.M. Mayor Casler
announced that labor relations had been
discussed and no action taken.
ADJOURNMENT
By proper motion, the meeting was adjourned at 5:41 P.M.
