The Meeting was called to order by Mayor Casler at
ROLL CALL was taken by the Deputy City Clerk as follows:
4:02 p.m.
Present: Council Mehrs Casler, Lewis, Kulchin and Presmtt.
Absent: Councilman Chick arrived at 5:05 p.m. during closed session.
(48) 1. DISCUSSION Ora PUBLIC SAFETY CENTER FINANCING AND
BALIMT WORDING.
City Manager Frank Aleshire referred to his report date
July 26, 1983, showing the architect's estimate for the Public Safety Center and the mney available to finance the project. Mr. Aleshire referred to the Resolutions attached and the Alternative Ballot Measures listed on E. sheet distributed to the Council Members.
Mr. Aleshire read the last alternative which was a
combination of numbers 7 and 8:
"Do the voters of the City of Carlsbad approve spending
$15 million dollars to build a Public Safety and
Service Center m City-owned land? The enter will
include police and fire headquarters, shops and service
yards, parking, offices, a purchasing warehouse and fire
station. Funds for the project will mme from $3.5
million in tax funds previously set aside and the
balance will come from fees on new developments."
Mr. Aleshire stated the ballot wording auld be anythin?
the Council decided upon.
Mayor Casler stated she would favor a short question an6 two short sentences, such as the wording read by the
City Manager. She added there had been some doubt as tc
what wording auld be used. The City Attorney answered that any wording auld be used. The City Clerk had
checked with the Registrar's Office, and any wording
would be accmmdated.
Mayor Casler asked for the Council Members to express
their cpinions on the amount of mney to be asked for in
the election. The Council Members all agreed the full amount should be asked for on the initial ballot.
Mayor Casler stated that some people had suggested putting all projects on the ballot at the same time as
the Public Safety Center. The Council Members agreed they would not want to include other projects at this time. They felt this ballot should be for the Public
Safety Center only.
Council agreed that the wording as read by the City
Manager was what they would like to have on the ballot.
They did, hawever, request a change to show $15.2 million dollars, rather than $15 million.

The next question Mayor Casler brought up was the date for the election. After a discussion, the consensus of opinion was to hold this election November 8, 1983.
Council adopted the following Resolutions:

City Manager Frank Aleshire stated the recent poll indicated the voters in Calrsbad want to be informed about irrportant public issues and need mre information. However, 75 percent said they had never heard of this project. Mr-Aleshire felt this indicated a need for a strong public information program to accompany this election, during the three mnths before
the election. He asked the Council for authorization to hire a public information coordinator to prepare the
necessary brochures, plblic statements, planning, etc.,
and to prepare Council and others to make speeches before service clubs, put out cable TV information pieces, and to really make an effort to see that the
public is well-informed about the issue.
Council directed the City Manager to mme back with a Casler X
public information program for the Public Safety Center Lewis X

CLOSED SESSION:
Council adjourned at 4:42 p.m. to a closed session, and
Mayor Casler announced that labor relations would be discussed.
Council reconvened at 5:34 p.m., and Mayor Casler announced that labor relations had been discussed and no action was taken.
ADJOURNMENT:
By proper mtion, the meting was adjourned at 5:35 p.m.
