PRESENTATION AND DISCUSSION OF DESIGN ALTERNATIVES FOR ALGA ROAD WIDENING EAST OF EL CAMINO REAL. The City Engineer, Roy Kackley, gave a staff report detailing the contents of his memorandum to the City Manager dated August 8, 1983, and responded to questions clarifying the proposed road design. Mayor Casler extended the invitation to speak for any persons desiring to do so on the matter. Meg Copelan, 2113 Alga, Carlsbad, addressed Council. Mrs. Copelan questioned which curve the City Engineer was talking about with regard to the design of the road. The City Engineer clarified the matter, and indicated that the proposed design would increase site distance for those residents when entering Alga Road. Trudy Meade, 2129 Alga, Carlsbad, addressed Council. Mrs. Meade indicated that from the time she leaves her driveway she would only have a distance of one and one half blocks to make the transition into the left hand lane in order to make a U-turn to go west on Alga. She expressed the opinion that the speed limit which would be followed on the road would make it very difficult to get into that left lane. She also questioned why the frontage road would be too dangerous. Sylvia Chanbers, 2115 Alga, Carlsbad, addressed Council. Mrs. Chambers expressed a need for the front age road. Mr. Feller, 2003 Alga, Carlsbad, expressed concurrence with the comments of all the previous speakers . Mr. Tony Acone, 2051 Alga, Carlsbad, questioned if a traffic control device will be placed at Estrella del Mar. He indicated if no traffic control device would be placed at the intersection, consideration should be given to making the median solid through that intersection to discourage left turns. He also expressed concurrence with the comments of Mrs. Meade, and indicated that once the road is improved, traffic will not stay at 35 or 45 m.p.h. He also questioned if the proposed width of the parking and bike lane would be adequate to allow people to enter from their drives into the traffic lanes. 1 22 Y MINUTES August 9, 1983 Page 2 MEMBERS COUNCIL \ \ I Mrs. Osborne, 2207 Alga, Carlsbad, addressed Council, She indicated she lived on the corner of Almaden and Alga and noted that she would not be able to get intc) the left lane to make a U turn due to the very short distance to Alicante. Mr. Bob Ladwig of Rick Engineering addressed Council Mr. Ladwig stated that the bike lane would be adequately marked so people would recognize that the were supposed to stay out of the bike lane. He also indicated that Mr. Wes Pringle, a Traffic Safety Engineer, had stated that a service (or frontage) road would cause a great deal of confusion for traffic and should be avoided if at all possible. r I Mrs. Chambers again addressed Council and expressed the opinion that people who drive recognize a frontage road and that there would be no problem. Mr. Joe Chambers, 2015 Alga, Carlsbad, addressed Council. Mr. Chanbers expressed the opinion that there should be a frontage road. Mr. Feller again addressed Council and questioned if his driveway access could be changed from Alga to Estrella del Mar. Mr. Kent Whitson, on contract with the City for traffic matters, responded to questions and stated that if traffic wants were met, a signal could be placed at Estrella del Mar and Alga. He also indicated that the frontage road itself would not be the problem, but where the frontage road intersected with other roads would be the problem because the City would be unable to get any significant space or distance between Alga and the frontage access, thereby causing confusion and creating a safety problem. I Mayor Casler closed the matter to public testimony. Council Members indicated their previous feelings reflecting a desire for a frontage road; however, due to the information received on the safety problems which could be encountered by the frontage road, staff proposal for the design seemed most appropriate. Council comments reflected a desire fo~. a safe solution to the problem, and noted that the staff recommendation appeared to be the safest with regard to traffic and residents in the area. Council authorized the staff to continue to work with Daon Corporation and their engineer (Rick Engineering Company) in the preparation of contract documents for the early construction of Alga Road between El Camino Real and Alicante, in accordance with the City's standards for a major arterial, but with revised travel aims so as to add a parking/bike lane buffer zone on the south side of Alga, a 14 foot median, and to provide a signal at Alicante and Alga to protect "U" turns into the westbound lanes on Alga. The City Manager gave an introduction of the matter and of Mr. Douglas Ayres, president of Mangement Services Institute. Mr. Aleshire indicated that Mr. Ayres and his firm had completed studies in the cities of Vista, Oceanside, and San Clemente. Mr. Douglas Ayres then addressed Council indicating that they offer a COST-EFFECTIVENESS WNAGEMENT SYSTEM which applies private business costing and management principals to specific local government services. He noted that the system could increase gross revenues, provide data policy guidance as to the allocation of scarce tax resources, suggest othe revenue sources, discover operational improvements, and insure cash flow and reserves for capital facility and equipment replacement. I In response to Council questions, he indicated the system would take 9 months to be completed by the firm and would cost approximately $60,000. He also indicated that an annual maintenance could be performed by staff on the system when it's finished at a cost of approximately $10,000 a year. Council discussion reflected a desire for additional information from some of the other cities with regarc to whether they had implemented or made any changes as a result of the study prior to taking any action on this matter. :81) 3. AB 87464 - DESIGNATION OF FIRE STATION SITE ON SURPLUS CITY PROPERTY LOCATED AT POINSETTIA AND EATIQUITOS DRIVE AND ACCEPTANCE OF OFFER TO PROVIDE SITE IMPROVEMENT WORK. The Fire Chief, Jim Thompson, gave a staff report on the matters contained in the agenda bill. With the aid of transparencies, he showed the location of the property, and explained how the 5 minute response time factor was developed. Mr. Douglas ledsam of Standard Pacific of San Diego, addressed Council explaining the contents of his letter dated July 19, 1983 , and their offer to provide site improvement work. The City Manager referred to the condition on maps requiring interior sprinklers for dwellings that do that the Fire Chief believes that if a site is established that would meet the condition and the interior sprinkling systems would then not be required for residential development only. 1 not fall within the 5 minute response time. Council adjourned at 7:44 p.m. to closed session and Mayor Casler announced that labor negotiations and litigation would be discussed. Council reconvened at 8:59 p.m. with four Council Members present. Mayor Casler announced that labor negotiations and litigation were discussed and no action taken. ADJOURNMENT.
