Meeting of: CITY COUNCIL (Adjourned Regular Meeting) Time Date of of Meeting: Meeting: June 5:OO p.m. 5, 1984 yy COUNCIL %9 0 A@ A 9 Place of Meeting: City Council Chambers MEMBERS % %% CALL TO ORDER: The Meeting was called to order by Mayor Casler at 5:07 p.m. ROU CALL was taken by the City Clerk as follows: Present: Council Members Casler, fewis, Kulchin and Presmtt. Council Member Chick arrived at 5: 13 p.m. Absent: None, (70) BEACH EROSION WORKSHOP - ADDITIONAL DISCUSSION Mayor Casler announced the topics &fore Council for discussion included the plastic seaweed project, the Agua Hedionda bridge and roadway on Carlsbad Boulevard, a possible riprap project and inclusion of the drainage project along Carlsbad Boulevard in the CIP. (70) Plastic Seaweed Council Member Lewis expressed the opinion that something should be tried. He stated that the City should try to save the bluff area. Council Mer Rulchin mmnted on the interview on Channel 10 with the City Manager and Council M&r Prescott, and agreed with Council Menker Lewis that something should be tried. She felt $150,000 was not too mch to spend, particularly since there would be matching funds of the same arnount, and the project was well-worth that munt of expenditure. Council Member Prescott stated his position in support of the project was well-known, Mayor Casler felt the workshop presented a picture of discouragement, It is easy to do nothing. She stated it is kncwn that it is experimental-that it might not work, but it is time to take action for sand replenishment. Council rmde a final mnnnitment to put aside $150,000 Casler xx to start the artificial seaweed project, mnditioned Lewis X on a successful EIR and hydrology reprt, and Kulchin X receiving rmtching funds from the State. Prescott X (971 Bridge over Agua Hedionda Lagoon Ron Beckman, City Engineer/ACM, reported that Carlsbad Boulevard was designated as a mjor arterial, which is a four-lane roadway. The City would not be able to get Federal mney if the roadway and bridge were not developed with four lanes. Councilmn Chick arrived at 5:13 p.m. Mayor Casler asked whether the bridge could be done this year and the road be done next year, and Ron Beckman stated that was possible with a redesign and modification of the mastal permit. He stated the bridge is a separate source of funding and he felt the two projects muld be separated. - 1 .-. e 0 MINUTES I46 June 5, 1984 Page 2 Mayor.Casler stated she would like to give the seaweed project a year to determine whether or not it was going to build enough beach to provide any protection before going ahead with the roadway. She stated the funds for the bridge are available at the present time, and assuming the seaweed worked, then the City could proceed with the roadway. Ron Beckman stated the bridge mney is timesensitive, and mst be pledged by the end of the Federal fiscal year. In answer to query as to whether it would be necessary to riprap also, Ron Beckman remmnded the City take a little risk and wait to see whether the seaweed worked first. If damage occurs, then riprap could be used. Council Member Kulchin asked whether it would be possible to mve the roadway farther east to get it away from the ocean. Ron Beckman stated that could be done, but it would be considerably more expensive, Council directed staff to proceed with the bridge project over Agua Hedionda Lagoon, at an approximate cost of $546,000 to the City, provided it is possible to get the granting authorities to break the project into two parts. Council determined not to proceed with the improvement of Carlsbad Boulevard to a four-lane roadway at this time. (97) Drainage Project (4 9) Ron Beckman, City Engineer/ACM, reported the drainage project would run north and south along Carlsbad Boulevard and enpty into the lagoon. He stated that what is in the CIP is also a portion of the roadway project. Therefore, if the roadway is delayed, only a portion of the project would be done. Council Member Presmtt stated the drainage project is essential and in anjunction with that project other measures for protection of the bluffs should be considered. Council Member Kulchin stated she would like to discuss the entire drainage report at a later time and would like to have staff bring it back for further discussion. Council approved the drainage project between Pine and Tamarack along Carlsbad Boulevard and directed staff to include it in the CIP. Council Member Lewis stated the riprap should only be installed where the road is in danger. Council Mer Prescott stated it should be done along the entire cliff at the bottom. Be stated if it were done only in ertain areas it would endanger other areas, and felt it should definitely be done the entire length of the beach. ? , In answer to Council query as to funding sources available, it was noted that a riprap project might be awroved by the Department of Boating and Waterways, which would provide for a three to one match, if approved. It was determined in discussion that the affected area was along Carlsbad Boulevard from Pine toTamarack. Council directed staff to investigate possible funding sources for a riprap project for the beach area from Pine to Tamarack, and report back to Council.
