CALL TO ORDER: The meting was called to order by Mayor Casler at 6:OO p.m.
ROLL CALL was as follows:
Present: Council Members Casler, Lewis, Kulchin, and Chick.
Absent: Council Member Presmtt,
INVOCATION was given by Mayor Casler.
PLEDGE OF ALLEGIANCE was led by Assistant City Attorney
Dan Hentschke.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held September 11, 1984, were approved as presented.
PRESENTATION:
Mayor Casler presented a 20-year pin to Dave Packer, Sanitation Supervisor, who will retire October 1, 1984.
She also presented Mr. Packer with a plaque and a special gift for his long service to the City.

Council adopted the following Ordinance:

14.04.010(15) To PFOVIDE FOR THE DEFINITION OF "WATER".

Mayor Casler stated the Mayor of Oceanside had requested Carlsbad Council work with them on a beach preservation codttee, and Mayor Casler told them she would put this before the Council Members to see
whether they were interested in sewing on such a
coxunittee. There would be 110 definite issues
discussed, but Mayor Casler felt this should be an on-
going camittee. The Mayor of Del Mar has also
requested to be included on this mmnittee. The
committee would keep informed of any proposals that any
of the other cities were mnsidering,
Mayor Casler added that Council Members Kulchin and
Prescott had expressed interest in serving on this cormnittee.
Council designated Council Members Kulchin and Prescott to serve on a Beach Preservation Codttee.
(77) 6. REKRT ON LOCAL, COASTAL PLAN.
Mayor Casler announced Council Member Chick, City Manager Frank Aleshire, Tom Hageman, Planner, and she had several n-eetings and thought their report would be ready tonight. Hcwever, Mayor Casler asked this item to be continued until Council Member Prescott is
present. The consensus of the Council was to amtinue
this item until a full Council was present.
