GROWTH MANAGEMENT UPDATE
Phil Carter, Growth Management Manager, gave an overview of the Growth Management Program. He explained what it is, how it functions, status of all zone plans, and status of the program in the southwest quadrant of the City.
SOUTHWEST QUADRANT POPULATION/DENSITY
Michael Hol zmi 11 er, P1 anni ng Director, reported on other actions taken by Council which resulted in a reduction in densities, such as the hillside grading ordinance. With the aid of transparencies, he explained densities in dwelling units and population in the City and in the southwest quadrant before growth management and after growth management.
UP-DATE OF PROJECTS IN QUADRANT
Marty Orenyak, Community Development Director, gave a status report on projects in and adjacent to the southwest quadrant including: Poinsettia Village, Sammis Project, Hunt Properties, Car Country Expansion and Sol amar Convers i on.
UP-DATE ON LIBRARY/PARKS
Assistant City Manager Frank Mannen reported on the proposed 1 i brary to be located in the shopping center 1 ocated at the Alga/Dove/El Camino Real intersection. He a1 so reported on proposed park development including A1 ta Mira Park and park land from Hunt Properties.
CIRCULATION I Assistant City Engineer Dave Hauser reported on current circulation projects as well as future circulation projects including: Alga Road, College Boulevard, Batiquitos Drive, Avenida Encinas, Poinsettia Lane, Palomar Airport Road, La Costa Avenue, Carlsbad Boulevard, and the Poinsettia and La Costa Avenue interchanges at 1-5.
UP-DATE ON BATIQUITOS ENHANCEMENT PROJECT
John Cahill, Municipal Projects Manager, used a slide presentation giving the history and current status of the Batiquitos Lagoon Enhancement Project including a summary of the preliminary engineering report.
