ROLL CALL:

ANNOUNCEMENT:
Mayor Lewis announced that all Council Members were
invited to the La Costa Hotel and Spa Anniversary Gala
on Saturday, November 19, 1988.
UPDATE OF PROJECTS IN QUADRANT:
Marty Orenyak, Community Development Director, gave a
status report on projects in the Northwest Quadrant
including the Car Country expansion, and the renovation of the P1 aza Camino Real .
REDEVELOPMENT ISSUES:
Chri s Sal omone, Housing and Redevel opment Di rector, gave
a report on past redevelopment activities, approved
projects not yet completed, and projects proposed and
under review.
BEACH AREA OVERLAY:
Michael Holzmiller, Planning Director, described the
area i ncl uded in the north beach planning area. He reported on the key issues identified in the report, actions taken as a result of the study, and future items of consideration in the area.
BEACH PLANNING ISSUES:
Frank Mannen, Assistant City Manager, reported on
current activities and studies being conducted in
cooperation with the State in order to increase beach
access and recreational opportunities.
GROWTH MANAGEMENT UPDATE:
Phil Carter, Assistant to the City Manager, gave an
overview of the Growth Management Program and its status in the Northwest Quadrant.
CIRCULATION:
Lloyd Hubbs, City Engineer, reported on circulation issues in the area including Tamarack Avenue, Carl sbad Boulevard, future signals, Oak Street drainage, widening of Monroe, as well as an overview of the Pedestrian Action Plan.
POLICE ENFORCEMENT/TRAFFIC
Lieutenant Jim Hawks and Sergeant Howard Carpenter reported on past pol ice activities including crime statistics.

GRAFFITI ISSUES
Ralph Anderson, Uti1 ities and Maintenance Director,
reported on problems with graffiti and the City's
efforts to resolve those problems.
SLIDE SHOW
Joe Skymba presented the "Carlsbad Looking Good" slide show.
