Present: Council Members Lewis, Kulchin, Larson,
Mamaux and Pettine
Absent: None
UPDATE ON PROJECTS IN THE QUADRANT
Michael Holzmiller, the Planning Director, presented
the report on behalf of Community Development
Director Marty Orenyak. Mr. Holzmiller reported
on projects in and adjacent to the northeast
quadrant.
WASTEWATER TREATMENT
City Engineer Lloyd Hubbs presented a report on
the Calavera Hills Treatment Plant and the purpose
for testing the facility based on the lease agreemeni
with the City of Vista.
UPDATE ON PARKS
Assistant City Manager Frank Mannen, assisted by
Parks & Recreation Director Dave Bradstreet,
gave the report on the proposed park sites in the
quadrant, including Lake Calavera and Larwin
Park.
CIRCULATION
City Engineer Lloyd Hubbs reported on current
circulation projects as well as future circulation
projects including: Cannon Road, College Boulevard,
and the interchange at Ranch0 Del Oro and
Highway 78.
POLICE ENFORCEMENT AND TRAFFIC
Police Chief Bob Vales reported on traffic
enforcement in the quadrant. He also responded
to questions from citizens regarding traffic
and the problems with migrant workers loitering
on El Camino Real.
GROWTH MANAGEMENT UPDATE
Phil Carter, Assistant to the City Manager/Growth
Management Manager presented an overview of the
Growth Management Program. With the use of
transparencies, he explained what it is, how it
functions, the status of zone plans, and the status
of the program in the northeast quadrant. He also responded to questions from citizens regarding
revision of performance standards.

shown by Bill Richmond.
