He said this was not publicly noticed and most developers do not know it is on the agenda tonight. At the Planning Commission, noise consultants were brought in, and this would be beneficial to the City Council. He said he concurred with staff recommendation with the exception of one provision; the change of the noise standard from 65 to 60 CNEL, and he wanted to present information on the consequences of that change. Bob Ladwig, Rick Engineering, 1959 Palomar Oaks Way, #200, stated he concurred with Mr. Hofman in asking for a one month's continuance for the same reasons. City Manager Ray Patchett stated that this matter was legally noticed under the provisions of the Brown Act, and although this is not a public hearing, the City did meet the legal requirements. In response to Council query regarding any impact the continuance might have, Mike Holzmiller, Planning Director, stated that there would be none, as there is already a policy that requires mitigation to 60 CNEL, and this is just formalizing that and getting City Council concurrence. By consensus, Council agreed to continue this matter for 30 days. (39) 8. AB #10,459 - REPORT ON CITY INVESTMENTS.
