HomeMy WebLinkAbout1990-02-21; City Council; Minutes.c f r 0 0 MINUTES Meeting of: CITY COUNCIL (Adjourned Meeting) Date of Meeting: February 21, 1990 Time of Meeting: 6:OO p.m. Place of Meeting: Safety Center, 2560 O’Ryan Way CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:OO p.m. ROLL CALL: Present: Council Members Lewis, Kulchin, Larson, Mamaux, and Pettine. Absent: None. AB #10,503 - 1990 CITY COUNCIL GOALS. By consensus, Council approved the following Goals for 1990: ADMINISTRATION Goal I: Provide services in a responsive, open and efficient manner for Citizens, Council and Departments. Goal 11: Increase the performance of Council, Commissioners and staff by promoting their growth and development. Goal 111: Ensure the City will always be fiscally sound by managing the finances of the City in light of the economy from an operat i on/growt h/C I P perspect i ve . Goal IV: Lead intergovernmental relations regarding regional planning issues at Council and staff level with adjoining cities, school districts, utility districts and other agencies. Goal V: Continue a Public Information Program and Outreach Program for communication between Carlsbad citizens and Government. Goal VI: Enhance professional growth and performance and promote employee excellence by providing training for all employees. Goal VII: Maintain a government that earns and deserves the support and respect of its citizens by providing quality and efficient services while showing compassion. q/ COUNCIL /\I\ % ?$%%L& MEMBERS .2. tp Z. tp e 0 MINUTES February 21, 1990 Page 2 COMMUNITY DEVELOPMENT Goal I: Provide a high level of service to our citizens. Goal 11: Maintain, monitor and implement the Growth Management Plan in accordance with Proposition E. Goal 111: Keep the General P1 an up to date. Goal IV: Continue and initiate programs which contribute toward the economic development of the entire City including the Redevel opment Area. Goal V: Enrich and revitalize the Redevelopment Area for the benefit and enjoyment of the entire community. Goal VI: Provide affordable housing opportunities for all economic segments of the City. Goal VII: Improve the overall qual i ty of field inspection, project processing, and front counter operations. CULTURAL & RECREATIONAL Goal I: Continue to provide a variety of qual i ty cultural and recreational programs, within resources, to a1 1 ages of our citizens in the City. Goal 11: Broaden the Arts Program to consider all forms of visual and performing arts. Goal 111: Encourage the contribution of gifts and funds for arts, historical and senior programs. Goal IV: Provide cultural and recreational facilities. Goal V: Continue relations with schools to provide recreation facilities and opportunities. I - COUNCIL /\I\ % ?$%$ MEMBERS 9 tp 2. 8 e 0 MINUTES February 21, 1990 Page 3 SAFETY SERVICES Goal I: Safety Services shall maintain a positive image by setting and meeting the highest standards for courteous service and community .responsiveness. Goal 11: Maintain a high and safe level of Police services throughout the City. Goal 111: Maintain fire Services at a high and safe level citywide. Goal IV: Provide for a community drug awareness and enforcement effort through education programs for parents, adults and students. Goal V: Provide safety personnel appropriate training in order to enhance their personal safety and the services provided to citizens. PUBLIC WORKS Goal I: Maintain services at a high level by providing resources to service existing and future infrastructure. Goal 11: Maintain safe and efficient circulation and utility systems. Goal 111: Establish a Sol id Waste Management Program and Recycling Program. Goal IV: Cooperate with other cities and agencies in the provision of waste water treatment and water reclamation. Goal V: Promote measures which increase water supply, improve water qual ity, and promote water conservation in Carl sbad. Goal VI: Establish and maintain Carlsbad as a clean city through the removal of 1 itter and graffiti. I B 7 COUNCIL I\/\ % 9+%$ MEMBERS Z. (s, Z. Maintain small town village spirit. Continue to make our citizens proud of their City, themselves, the City council and City staff as Carlsbad pursues its role as a leadership community. A 1 eader and participant in local and regional planning issues. Make a difference in intergovernmental relations on the national, state and 1 oca1 1 eve1 s by being a 1 eader and contributor on issues confronting local government. Address environmental issues, including impacts on: I - beach erosion - air qual i ty - resource conservation - water quality - offshore oil drilling Improved ci rcul at i on and transportation systems. Reflect the General Plan and the Growth Management Plan, which result in a better quality of life while managing growth. Eliminate political attitudes from land use decisions and work for the best interests of Carlsbad. Council working cooperatively in an open government on a1 1 issues for the betterment of the community, keeping in mind what is best for Carl sbad. Have a City Council which understands all aspects of municipal services, with the focus of major policy issues. Have a City Council which accepts responsibility for the efforts of the City.
