CALL TO ORDER:
Mayor Lewis called the Meeting to order at 6:OO p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Council Members Nygaard, Stanton, Larson,
Kulchin and.Mayor Lewis.
Absent : None.
INVOCATION was given by Pastor Jack Long of the First
Baptist Church of Carlsbad.
PLEDGE OF ALLEGIANCE was led by Council Member Stanton.
PRESENTATIONS:
Mayor Lewis introduced the United Way Committee
Representatives Stu Gary and Sherry Friesinger. Mr.
Gary presented an Achievement Award Plaque from the
United Way, and a Plaque for the Vista competition for
the United Way.
Mayor Lewis dead and presented a Proclamation to Ruben
Orosco, the 1990 Young American Medals Award winner.
CONSENT CALENDAR :
Council affirmed the action of the Consent Calendar,
as follows:
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances
and Resolutions at this Meeting.
1. AB #11,167 - PARTNERSHIPS FOR CHANZE GRANT
APPLICATION - SECOND YEAR FUNDING.

Council adopted RESOLUTION NO. 91-157, approving
the Library's application for a Partnerships for
Change grant in the amount of $92,502.
2. AB #ll,l60 - TRANSFER OF FUNDS - 13TH YEAR CDBG
URBAN COUNTY PROGRAM.
Council adopted RESOLUTION NO. 91-150, approving
the transfer of funds in the amount of $1,617 from
the CDBG Urban County Program Public Rest Rooms
Project Account to the Paint-A-Thon Program
Account.
3. AB #11,161 - REPORT ON CITY INVESTMENTS.
Council accepted the report from the City Treasurer
on City Investments as of May 1, 1991.

4. AB #11,162 - APPLICATION TO STATE OFFICE OF
HISTORIC PRESERVATION FOR A CERTIFIED LOCAL
GOVERNMENT GRANT.
Council adopted RESOLUTION NO. 91-151, approving an
application for a Certified Local Government Grant
in the amount of $2,000 to be used to hire a
professional to process the Santa Fe Depot
application for Placement on the National Register
of Historic Places, and €or Historic Preservation
Commissioners and staffs' attendance at Historic
Preservation Conferences in Santa Barbara and
Sacramento, as required by the CLG Program.
PUBLI c COMMENT :
Maurice Kimball, 1623 James Drive, commented he had
viewed the tapes of Council Meetings, and he made
comments on the demeanor of Council Members during the
recent long meetings.
Marjorie Price-LaFaie, 807 Caminito Del Mar, began
reading a letter filed May 17, 1991, with the City
Clerk's office. This letter was in protest of the
Conditional Negative Declaration issued for the Price
Club project .
ORDINANCE FOR INTRODUCTION:
5. AB #11,163 - PRICE CLUB DISCOUNT STORE PROJECT -
GPA 90-1/LCPA 90-21ZC 90-1/SDP 90-5/CUP 90-3/HDP
90-9/MS 837.
A. J. Skotnicki, 2668 Sausalito, representing the
Carlsbad Quality of Life Committee, objected to the
introduczion of the Ordinance and the adoption of
the two Resolutions contained in Item #5 of the
Agenda concerning the Price Club development.
Marjorie Price-LaFaie, 807 Caminito Del Mar,
finished reading the letter filed May 17, 1991,
protesting the Conditional Negative Declaration
issued for the Price Club development.
Mayor Lewis announced there was a letter from Anne
Mauch, PROJECT FUTURE, in opposition to the Price
Club project.
Council Members Kulchin and Larson stated they
would cast a negative vote consistent with their
vote for the reasons stated at the Meeting of May
7, 1891.
Council introduced the following Ordinance and
adopted the following Resolutions: (one motion)
ORDINANCE NO. NS-149, amending Title 21, of the
Carlsbad Municipal Code by tne amendment to the
zoning map to grant a zone change from P-M-Q to C-
2-Q on 26 acres of property generally located on
the south side of Palomar Airport Road east of
Paseo Del Norte.

ORDINANCE FOR INTRODUCTION: (Continued)
RESOLUTION NO. 91-152, approving a conditional
negative declaration and amendments to the Mello I1
segment of the Local Coastal Plan and Land Use
Element of the General Plan from planned industrial
to extensive regional retail on approximately 26
acres of property generally located on the south
side of Palomar Airport Road east of Paseo Del
Norte for the Price Club project.
RESOLUTION NO. 91-153, approving a Site Development
Plan, Conditional Use Permit, Hillside Development
Permit and 4 lot subdivision on approximately 62
acres of property generally located on the south
side of Palomar Airport Road east of Paseo Del
Norte for the Price Club Project.
ORDINANCE FOR ADOPTION:
6. AB #11,155 - AMENDMENT OF MUNICIPAL CODE REGARDING
DATE AND TIME OF STREET CLOSURES.
Council adopted the following Ordinance:
ORDINANCE NO. NS-148, amending Title 8, Chapter
8.17 of the Carlsbad Municipal Code by the
amendment of Section 8.17.150 to revise the
regulation for closure of streets during special
events .
HOUSING AND REDEVELOPMENT COMMISSION:
Council adjourned to the Housing and Redevelopment
Commission at 6:42 p.m., and re-convened at 6:47 p.m.,
with all Members present.
DEPARTMENTAL AND CITY MANAGER REPORTS:
7. AB #11,164 - TRANSPORTATION CONTROL MEASURES FOR
THE 1991 SAN DIEGO REGIONAL AIR OUALITY PLAN.
Council received the staff report.
8. AB #11,165 - APPOINTMENTS TO SISTER CITY COMMITTEE.
This item was continued.
9. AB #11,166 - APPOINTMENT TO CARLSBAD ARTS
COMMISSION.
This item was continued.
10. AB #11,077 - APPOINTMENTS TO DESIGN REVIEW BOARD.
Council adopted RESOLUTION NO. 91-30, appointing
Members to the Design Review Board, as follows:
Planning Commission Members - Matthew Hall,
Clarence Schlehuber and Sharon Schramm.
Housing and Redevelopment Advisory Committee
Members - Belynn Gonzales and Peder Norby.
