CALL TO ORDER: The meeting was called to order at 7:OO p.m.
ROLL CALL: The following Council Members were in attendance:

Present: Council Members Nygaard, Stanton, Larson,
Kulchin and Mayor Lewis
Absent: None
SOUTHWEST QUADRANT COMMUNITY FORUM:
1. WATER ISSUES:
General Manager Bob Greaney gave a report on water issues
including: (1) sources of water supply; (2) conservation
programs; (3) potable water master plan criteria; and (4) an
overview of the Water Reclamation Master Plan.
2. DEVELOPMENT UPDATE:
Community Development Director Marty Orenyak reported on
Kaiza Poinsettia's plans for the area previously known as the
Batiquitos Lagoon Education Park. He also gave an update on
the status of the Aviara Master Plan development activities.
3. CIRCULATION:
City Engineer Lloyd Hubbs reported on the status of the I-5/
La Costa, the 1-5/Poinsettia, and the 1-5/Palomar Airport
Road Interchange improvement projects.
4. SOLID WASTE MANAGEMENT:
Assistant City Manager Frank Mannen gave a status report on
solid waste management issues including: (I) San Marcos
Landfill expansion; (2) recent recycling mandate for North
County by the County Board of Supervisors; (3) siting of a
new landfill in north county; (4) coalition of north county
cities purpose and activities; and (5) the city's current
recycling program.
5. PARK DEVELOPMENT:
Parks and Recreation Director Dave Bradstreet reported on the
status and plans for the Alta Mira and Zone 19 park sites
which are located in the quadrant.
6. LIBRARY:
Library Director Cliff Lange reported on the plans for the
new library and for renovation of the existing library.
7. LAW ENFORCEMENT:
Police Chief Bob Vales reported on the department's activities
including: (1) response times; (2) crime statistics; (3) the
number of calls for service; (3) Neighborhood Watch; (4)
Traffic citations; (5) the Reserve Program; and (6) the new
Bicycle Patrol program.
