Council adopted RESOLUTION NO. 91-337, authorizing settlement of the case and authorizing t.he Risk Manager to make pl yment of the settlement amount of $23,985.60 from the liability fund. 2. AB #11,39l:VETERANS MEMORIAL PARK AGRICULTURAL LEASE. Council adopted RESOLUTION NO. 91-340, approving a lease agreement with B & T Farms, Inc., for the use of 90 acres of Veterans Memorial Park (Macario) for agricultural purposes. 5. Number not used. PUBLIC COMMENT: Adela and Noe Sanchez, 270 Tamarack, addressed the Council asking why they would have to pay the City $19,000 in ft?es for a permit to make a nEe-ded improvement ts their house. Mr. Joe Moore, 3612 Valley Street, spoke on the same issue, stating four options had been given to Mr. and Mrs. Sanchez; one being to increase the threshold of tlie improvement from $20,000 to $40,000, and.he asked that this be allowed. Council;asked,that a report on the matter be placed on the November 5, 1991, agenda for discussion. ORDINANCES FOR ADOPTION: 6. AB #11,392 - ZONE CODE AMENDMENT - PROFESSIONAL CARE FACILITIES - ZCA 91-2. Council adopted the following Ordinance: ORDINANCE NO. NS-179, amending Title 21 of the Carlsbad Municipal Code, Chapter 21.18, by the addition of Section 21.18.040(4) (Residential Professional Zone), Chapter 21.42, by the addition of Section 21.42.010(8)(B) to a1lc.w ProEessionai Care Facilities in the RP Zone with a Conditional Use Permit) and Chapter 21.44, by the addition of Section 21.44.020(33) adding a new pal-king standard of .45 parking spaces per bed in a Professional Care Facility. 7. B #11,393 - ZONE CODE AMENDMENT TO REGULATE BUILDING HEIGHT - ZCA 91-3. This item was continued to October 22, 1991. PUBLIC HEARING: 8. AB #11,398 - AllENDMEMT OF LOCAL CONFLICTS INTEREST CODE. AB #11,394 - CITIZENS' RECUEST TO INSTALL TIME LOCK GATES AT THE BEECH STREET AND GRAND AVENUE BEACH ACCESSWAYS. Mrs. Jeri Mann, 2701 Ocean Street, spoke in favor of the request to install time lock gates. David Richards, 2687 Ocean Street, spoke in favor of the time lock gates. Jack Block, 3895 Ocean Street, representing The Mooring Apartments, spoke in favor of the request for time lock gates. Lawrence M. Whittington, 2375 Rue Des Chateaux, spoke in favor of the time lock gates. Council ado,?tod the following Resolution: RESOLUTION NO. 91-341, authorizing the application for a development permit from the Coastal Commission for the installation of time lock gates at the Beech Street and Grand Avenue coastal accessways. AB #11,399 - REVISIQN OF SURVEY AREA AND DISTRIBUTION OF RECUESTS FOR PROPOSAL FOR CONSULTANT SERVICES TO STUDY FEASIBILITY OF ESTABLISHING A SECOND REDEVELOPMENT PROJECT AREA. This item was continued for one week. AB #11,395 - ADOPTION OF REGULATIONS AND FEES FOR THE RENTAL OF THE SENIOR CENTER. Council adopted the following ResoLution: RESOLUTION NO. 91-342, establishing the regulations and fees for rental of the Carlsbad Senior Center. AB Rc11.396 - AWARD OF'CONTRACT FOR GRANDAVENUE TRAFFIC SIGNALS AND SIDEWALK IMPROVEMENTS ON ROOSEVELT STREET - PROJECT NOS. 3254, 3273, 3277, 3278 AND 3283. Council adopted the following Resolution: RESOLUTION NO. 91-343, awarding a contract for the construction of the Grand Avenue traffic signal improvements, Project Nos. 3254, 3273, 3277,f 3278 and 3283.
