AB #11,528 - CITY COUNCIL GOALS. City Manager Ray Patchett presented an introduction of the matter, explaining that the Council will be asked to review and revise the Goals and Vision Statement. Mr. Patchett then introduced Michele Moomaugh, of Reid-Moomaugh & Associates, who worked with the Council as facilitator during this process. Council reviewed the 1992 Five Year Vision Statement and agreed on the following: 1. Encourage a strong, diverse and health economy which provides employment to the residents of Carl sbad, economic vitality to the community, and the necessary revenues to support top level City services . 2. Provide the highest level of quality and responsiveness in the delivery of municipal services. 3. Implement the General P1 an and enforce the Growth Management P1 an, - which result in a better quality of 1 ife while managing growth. Provide residents with a better quality of life by making decisions and policies which reflect the General Plan, enforce the Growth Management Plan, and based on what is best for Carlsbad. 4. Maintain a leadership role in local and regional planning issues. 5. Influence decisions on issues confronting government on the national, state and local 1 eve1 s. 30 m January 22, 1992 Page 2 6. Actively manage environmental concerns, including impacts on: - open space - water quality/conservation - beach erosion - air qual i ty - resource conservation and waste reduction - wildlife habitats - offshore oil drilling 7. Provide safe and efficient circulation and transportation systems. 8. Maintain .the pride of the residents of Carlsbad in their City, themselves, the City Council and City staff. 9. Maintain small town community spirit. 10. Continue a council which works cooperatively in a non-political, open government on all issues for the betterment of the community. 11. Maintain an open city government that encourages active citizen participation. Financial Management Director Jim Elliott presented a fiscal forecast at this time. Mr. El 1 iott compared revenues from December, 1990 versus revenues from December, 1991, explaining that while property taxes are up slightly, sales tax and TOT are down. He also stated that the City revenues will be approximately $4 million less than projected, and that departments are being asked to spend only 90% of the monies in their 1991-92 budgets. Mr. Elliott then presented projections for the next fiscal year, including projected revenues and expenditures, and explained that cuts must be made in order to bring a balanced budget to the City Council for review. He a1 so outlined the 1992-93 Budget Policies which all departments are to use in preparing their budgets for next year. Council revised the 1992 City Council Goals as follows: ADMINISTRATION Goal I: Maintain a government that earns the support and respect of its citizens by providing services in a responsive, open and efficient manner for citizens, Council and departments. 49 m W January 22, 1992 Page 3 Goal 11: The City Will always be fiscally sound by managing the finances of the City in light of the economy from an operation/growth/CIP perspective while balancing the needs of the community. Goal 111: Lead intergovernmental relations regarding regional planning issues at Council and staff level with adjoining cities, school districts, water and utility districts and Federal, State, County and other agencies. Goal IV: Continue a Pub1 ic Information Program and Outreach Program for qual i ty communication between Carlsbad citizens and government. Goal V: Increase the performance of Council and Commissioners by promoting their professional education. Goal VI: Enhance professional growth , performance and empl oyee excel 1 ence by providing continuing education for a1 1 empl oyees. COMMUNITY DEVELOPMENT Goal I: Provide a high level of service to our citizens. Goal 11: Maintain, monitor and implement the Growth Management Plan. Goal 111: Keep the General P1 an up to date. Goal IV: Initiate and continue programs which contribute toward the economic development of the entire City. Goal V: Enrich and revitalize redevelopment areas for the benefit and enjoyment of the entire community. d8 0 e January 22, 1992 Page 4 Goal VI: Provide housing opportunities for all economic segments of the population as outlined in the Housing Element. Provide affordable housing citywide for all economic segments of the population, as outlined in the Housing Element. Goal VII: Improve the overall quality of field inspection, project processing, and front counter operations. CULTURAL AND RECREATIONAL Goal I: Provide a variety of quality recreational programs and facilities, within our resources, to all Carlsbad residents. Goal 11: Provide, within our resources, a variety of qual i ty cultural programs, including all forms of visual and performing arts, to all Carlsbad residents. Goal 111: Actively pursue the contribution of gifts and funds for arts, historical, senior and sister city programs, and open space/recreational . Goal IV: Support regional park, recreational and cultural facilities. Goal V: Continue relations with schools to provide recreational and arts facilities and opportunities. 27 e January 22, 1992 Page 5 SAFETY SERVICES Goal I: Maintain a high and safe level of Police services throughout the City. Goal 11: Maintain a high and safe level of Fire and Paramedic services throughout the City. Goal 111: Maintain the highest standards for courteous service and community responsiveness. Goal IV: Cont i nue community drug awareness educat i on programs and gang i ntervent i on programs for parents, adults and students. Goal V: Provide safety personnel appropriate training in order to enhance their personal safety and the services provided to citizens. PUBLIC WORKS Goal I: ( Provide to a high level of maintenance of existing and .future infrastructure. Goal 11: Maintain safe and efficient circulation and utility systems. Goal 111: Promote solid waste management programs through recycling, source reduction and composting. Goal IV: Cooperate with other cities and agencies in the provision of wastewater treatment and water recl amat ion. 265 0 January 22, 1992 Page 6 Goal V: Promote measures which increase water supply and storage and improve water quality, and promote the Carlsbad Water Ethic, which encourages water conservation by a1 1 customers. Goal VI: Maintain Carlsbad as a clean city through the removal of 1 itter and graffiti and through educational programs.
