MINUTES OF: CITY COUNCIL (Regular Meeting)
DATE OF MEETING: April 28, 1992

CW TO ORDER: Mayor Lewis called the Meeting to order at 6:20 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Council Members Nygaard, Stanton, Larson, Mayor Pro Tem Kulchin and Mayor Lewis.
Absent : None.
APPROVAL OF MINUTES:
On motion by Mayor Pro Tem Kulchin, the Minutes of the Regular Meeting held April 14, 1992, were approved as presented.

PRESENTATION:
Cheryl Bradstreet, Fieldstone Company, explained the purpose of the Arts and Business Breakfasts, and invited everyone to attend.
CONSENT CALENDAR:
ACTION: On motion by Mayor Pro Tem Kulchin, Council affirmed the action of the Consent Calendar, as follows:

WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances and Resolutions at
this Meeting.
3 1. AB #11,657 - DESIGNATION OF LOCAL ENFORCEMENT AGENCY FOR SOLID WASTE LAWS AND REGULATIONS.
Council adopted RESOLUTION NO. 92-116, designating the San Diego County
Department of Health Services as the Local Enforcement Agency (LEA) for implementation of solid waste laws and regulations in the City of Car lsbad .
1 2. AB #11,658 - SETTLEMENT OF CLAIM - CITY OF OCEANSIDE.
Council adopted RESOLUTION NO. 92-117, approving the settlement of a claim for damages filed by the City of Oceanside in the amount of
$13,627.50.
3 3. AB #11,659 - REPORT OF CITY INVESTMENTS.
Council accepted the City Treasurer's report on City investments as of
March 31, 1992.
1 4. AB #11,660 - ACCEPTANCE OF DONATION FROM THE FIELDSTONE COMPANY.
Council adopted RESOLUTION NO. 92-118, accepting a donation of $5,000
from the Fieldstone Company to fund the annual Arts and Business Breakfasts.

PUBLIC COMMENT:
There were no requests to address Council at this time.
PUBLIC HEARING:
5. AB #11,664 - PROJECT SELECTION FOR 1992-93 FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS.
Mayor Lewis recommended that Council hear all the requests, but delay action for one week, and Council concurred.
Mayor Lewis opened the duly noticed Public Hearing at 6:36 p.m., and issued the invitation to speak.
Rusty Rodes, representing the North Coast Housing, requested $20,000 for the Community-Based Affordable Housing Forum.
John Wiel, Casa de Amparo, requested a total of $125,000 for the Crisis Shelter for Abused Children.
Karina Kingman, North County Armed Services YMCA, requested $2,090 for
the "Y" on Wheels Youth Adventure Program.
Karen Love, Area Coordinator for the Northwest Headstart Program, spoke on behalf of the Girls Club of Carlsbad, requesting $250,000 matching funds for construction of a new clubhouse.
Steve Fehlhaber, Girls Club, requested matching funds for the new
clubhouse.
Joanne Eisold, Montessori School at Carlsbad, requested matching funds in the amount of $4,500, for a computer lab.
Elizabeth Accardi, North Coast Neighborhood Recovery Center, requested funds in the amount of $11,449 for the North Coast Neighborhood Alcohol Recovery Center.
Shirley Cole, North County Lifeline, requested $9,750 for the Lifeline Housing Assistance-Emergency Shelter, Housing Services for Migrant Farm Workers.
Mary Jane Boyd, Fraternity House, Inc., requested $7,000 for the Shelter for Homeless People with AIDS.
Dan O'Shea, Being Alive-San Diego, requested $10,000 for the North County HIV Resource and Recreation Center.
John Burnett, North County Seniors In Action, requested $2,000 for Case
Management Services for Seniors, and $2,500 for the Survey, Planning & Design Study (Construction, Rehab, Acquisition of Site).
Judy Canterbury, Western Institute Foundation for Mental Health, requested $13,833 for the Adult Day Care & Day Health Services for Alzheimer's Patients.
Beth Levin, 1968 Circle Park Lane, Encinitas, representing County Mental Health in Oceanside, requested $41,700 for Carlsbad Care Crew-Services for Seniors Provided by Disabled.
Pamela Lewis, Catholic Charities, requested $15,000 for the Good Samaritan Shelter.

Kathleen Wellman, spoke for the Caring Residents of Carlsbad and Catholic Charities, for the matching funds of $25,000 for the La Posada De Guadalupe De Carlsbad project--a Shelter for Homeless Men/Day
Laborers.
Dr. Robert Moser, Catholic Charities, reiterated the request of Kathleen Wellman.
Kathy Fiser, Boys and Girls Club of Carlsbad, requested $33,920 for the Guidance Based Youth Recreation Programming-At Risk Teens.
Maryann Parker, Community Service Center for Disabled in North County, requested $5,000.
Geino Caproitti, Director, Lost Lamb Ministry, requested $5,000 €or assistance to the homeless.
Sandy Titschler, Program Director for the Community Resource Center, requested $25,000 for the Carlsbad Homeless Prevention Project.
Marjorie Monroy, 3610 Carlsbad Boulevard, League of Women Voters, spoke in support of the North Coast Housing request for $20,000.
Jim Lundgren, County SER/Jobs for Progress, requested $10,000 for the Carlsbad Hiring Center for assistance for unemployed and migrant farm workers.
Frank Sorino, Join Hands/Save-A-Life Boxing Program, stated there is no agreement with the Boys and Girls Club of Carlsbad to run his program. He stated he could not allow them to use their name for requesting
funds .
Mayor Lewis suggested Mr. Sorino try to reach an agreement with the Boys and Girls Club, and Council Members concurred.
Kitty Burbridge, EYE Counseling & Crisis Services, requested $8,850 for the Carlsbad Child Abuse Prevention Project.
Since no one else wished to speak on this item, Mayor Lewis closed the Public Hearing at 8:28 p.m.
ACTION: By consensus, Council agreed to continue this item to May 5, 1992, for discussion and action.
RECESS :
Mayor Lewis declared a Recess at 8:29 p.m., and Council re-convened at 8:37 p.m., with all Members present.

Members of the Carlsbad Fire Department gave a presentation €or the San Diego County Fire Service Exposition to be held at Plaza Camino Real on Saturday, May 9, 1992
1 a. AB #11,663 - UPDATE OF FISCAL CONDITION - THIRD OUARTER 1991-92.
Council received a report from the Finance Department summarizing the
fiscal status of the City based on data through March 31, 1992.
COUNCIL REPORTS:
Council Members reported on activities and meetings of the various Committees
and Subcommittees of which they are Members.
ADJOURNMENT:
By proper motion, the meeting of April 28, 1992, was adjourned at 8:58 p.m.
