MINUTES
MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: March 17,1993
TIME OF MEETING: 6:OO p.m. PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:OO p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Council Members Finnila, Nygaard, Kulchin, Mayor Pro Tem Stanton and Mayor Lewis.
Absent: None.
113 1. AB #I2119 - IMPLEMENTATION OF AN ECONOMIC DEVELOPMENT STRATEGY FOR 99 CARLSBAD RANCH.
57 77 Marty Orenyak, Community Development Director, and Jim Elliott, Financial Management Director,
gave the staff presentation, as contained in the agenda bill.
Chris Calkins, Manager, Carltas Company, owner of the Carlsbad Ranch and land holding
company of the Ecke family, presented a promotional video depicting the features of Carlsbad
Ranch.
Paul Ecke, Jr., gave a history of his family’s many years of growing flowers in this area, requested
Council look favorably on the project.
Chris Calkins continued with the presentation by referencing the Site Plan recently approved by
Council, and he explained the features of that Plan.
John White, President, Carltas Development Company, discussed the Biotech companies that
have been part of the discussions for the development of Carlsbad Ranch, and commented on
the advantages of that type of industry.
William Boyajian, President, Gemological Institute of America, gave a history and purpose of the
Institute, including their mission, objectives and their desire to move their headquarters and main
campus to the Carlsbad Ranch.
Ric Williams, Vice President of Projects Coordination and Planning, Pointe Builders, narrated a
slide presentation showing features of existing Pointe Resorts and told of the plans for a resort
and golf course to be included in the Carlsbad Ranch project.
Joe Manna, Director, New Ventures & Licensing, LEG0 Systems, Inc., with the aid of a video,
explained the history of the Leg0 toys and Legoland Park in Billund, Denmark. He described the
features of the park and stated a Leg0 World Family Park would be built in the United States, and
the Carlsbad Ranch area was one of the sites being evaluated. He stated the final decision would
be made July 1, 1993.

George Jessop, Jessop Jewelers, 2228 Guy Street, San Diego, spoke in support of the Carlsbad
Ranch development plan and the locating of the Gemological Institute of America in Carlsbad.
William Larson, 155 Via De Casa, Fallbrook, gemstone mining, told of world-wide respect for the
training and testing done at the Gemological Institute, and he expressed support for locating this
institution in Carlsbad.
Dan Pegg, 701 B Street, San Diego Economic Development Corporation, spoke in favor of the
plan and stated they would work with Carlsbad to bring this development to this area.
Peder Norby, 2630 Valewood Street, Carlsbad, Chairman of the Chamber of Commerce/Lego Park
Task Force, spoke in favor of the Leg0 World Family Park. He read a letter from Denise Carson,
child care provider in Oceanside, supporting the building of a Legoland Park.
Anne Evans, 998 West Mission Bay Drive, California Tourism Commission, urged approval of the
development strategy for this project and the establishment of a Leg0 World Family Park.
Josie McCloud, 902G Caminito Madrigal, stated Legoland would be a good addition to the City,
but expressed concern about the number of visitors and the impact on trash, water and the
environment.
Jane Beaver, 6677 Paseo Del Norte, spoke in favor of Legoland, but expressed concern about
the Biotech companies.
Gene Forsyth, 2774 Jefferson Street, Co-Chairman, Village Merchants Association, stated there
will be a formal presentation by Peder Norby and the Task Force, Tuesday, March 23, 1993. He
spoke in favor of the project, stating it will be a source of jobs and income.
John Weil, County Board of Supervisors, representing Supervisor Pam Slater, Third District, spoke
in support of this regionally important project. He also stated the entire Board had signed a
Resolution in support of the project.
Willard Edwards, 1163 Londen Lane, Imperial Beach, representing the House of Denmark, with
headquarters in Balboa Park, spoke in support of a Leg0 World Family Park.
George Willis, 539 Carlsbad Village Drive, a jeweler, spoke in support of the Gemological Institute
locating in Carlsbad and a Leg0 World Family Park.
Darrell Sheaffer, 3525 Calle Gavanzo, representing La Costa Resort, spoke in support of Legoland
and the Pointe Resort.
Lee Bohlmann, Carlsbad Chamber of Commerce, spoke in favor of the plans for the Carlsbad
Ranch.
Steve Link, 161 6 Avenida Guillermo, Oceanside, Manager, Carlsbad ConVis, spoke in favor of this
development.
John Lungren, Acting Director, Regional Office of the California Office of Trade and Commerce,
stated that Governor Wilson pledged his support for Leg0 World Family Park and the master plan.
Bob Ladwig, 2642 Ocean Street, Chairman of the Governmental Affairs Committee, CEEC, spoke
in favor of Leg0 World Family Park.

Karla Mulry, 7010 Nutmeg Way, Bexen Press, expressed concern about the Biotech industries
locating in the City.
Barbara Mead, 4140 Adams Street, Member of the Board of Education, spoke in favor of LEG0
establishing a park here.
Reneta Mulry, 7010 Nutmeg Way, expressed concern about the pressure being put on the
Council by a number of people throughout the State to make a decision on this project and in
the future regarding Leg0 Park. She said the decision should benefit Carlsbad, and not the City
of San Diego or the State of California.
ACTION: On motion by Mayor Lewis, Council adopted RESOLUTION NO. 93-56,
authorizing staff to implement the economic development strategy for the future
development of Carlsbad Ranch.
AYES: Lewis, Stanton, Kulchin, Nygaard and Finnila
ADJOURNMENT:
By proper motion, the Special Meeting of March 17, 1993, was adjourned at 9:08 p.m.
