MINUTES
MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: September 1, 1995
TIME OF MEETING: 300 PM
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the meeting to order at 3:OO pm.
ROLL CALL was taken by the City Clerk, as follows:
Present: Council Members Hall, Finnila, Kulchin, Mayor Pro Tem Nygaard and Mayor
Lewis.
Absent: None.
37 WORKSHOP WITH CONGRESSMAN PACKARD
1. Carlsbad Seawall Proiect.
Staff gave an update on the seawall project, and sources/amounts of funding available for the project.
They noted they were looking for two million dollars from the Army Corps of Engineers, and while the
money was in proposed legislation, it was not designated for any specific project. Staff requested that
Congressman Packard send a letter of support to the committee that would be looking at that
appropriation.
Congressman Packard requested staff provide him with a letter outlining what funds are currently
available for the project, and from what sources, as well as a summary of the intent of the project.
2. Habitat Manaaement.
Congressman Packard commented on the new Endangered Species Act which would be submitted
following the upcoming holiday. He indicated there would be significant changes in requirements and
definitions.
(Council Member Kulchin left the meeting at 325 pm.)
3. Immiqration.
Congressman Packard reported on three bills moving forward dealing with immigration. One would
increase the Border Patrol. Another would restrict illegal immigrants from accessing the social
network except in emergencies. The third would close the check points. In that regard, Congressman
Packard stated Re would appreciate a Resolution from the city in support of closing the check points.
Also discussed was the possibility checking for stolen vehicles at the border going south into Mexico
by INS.

4. Federal Mandates.
Congressman Packard reported that progress is being made in eliminating federal mandates, and they
are going back and looking at previous mandates, beginning with ADA, to see if they are realistic.

Mayor Lewis adjourned the meeting at 4:08 pm.
