MINUTES
MEETING OF: CITY COUNCIL (Regular Meeting)
DATE OF MEETING: September 24, 1996
TIME OF MEETING: 6:OO p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:05 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Council Members Hall, Finnila, Kulchin, Mayor Pro Tern Nygaard
and Mayor Lewis.
Absent: None.
APPROVAL OF MINUTES:
None.
ANNOUNCEMENTS:
Mayor Lewis announced that Council Members have been invited to attend and
participate in the following events:
The SANDAG Board of Directors Meeting in San Diego, on Friday, September 27,
1996, at 8:30 am.
The Girls Club 30th Jubilee at the Carlsbad Girls Club, 3368 Eureka Place, on
Saturday, September 28, 1996, at 5:OO p.m.
The Chamber of Commerce Candidate’s Forum at the Raintree Restaurant, Carlsbad,
on Tuesday, October 1, 1996, at 11:30 a.m.
ORDINANCE FOR ADOPTION:
114 1. AB #13.822 - APPROVAL OF MODIFICATIONS TO BIOLOGICAL HABITAT PRESERVATION REGULATIONS - ZCA 96-5.
ACTION: On motion by Mayor Pro Tem Nygaard, Council adopted
ORDINANCE NO. NS-378, amending Title 21, Chapter
21.42 by the amendment of Section 21.42.010( 15) to
accept the suggested modifications approved by the
California Coastal Commission relating to biological
habitat preserves.

Finnila

PUBLIC COMMENT:
None.
PUBLIC HEARING:
78 2. AB #13.821 - CITIZENS OPTION FOR PUBLIC SAFETY (COPS) FUNDING
FOR FISCAL YEAR 1996-97.
Mayor Lewis opened the duly noticed Public Hearing at 6: 15 p.m., and issued
the invitation to speak. Since no one wished to speak on the item, the public
hearing was closed at 6:15 p.m.
ACTION: On motion by Mayor Pro Tem Nygaard, Council directed
the Finance Director to establish a Supplemental Law
Enforcement Services Fund (SLESF) to receive AB 3229
funding from the State; and authorized the appropriation
of AB 3229 funding to hire two full-time police officers
for assignment to year-around bicycle patrol.

Finnila

By proper motion, the Regular Meeting of September 24, 1996, was adjourned at
6:17 p.m.
