MINUTES OF EMERGENCY MEETING
Carisbad City Council
October 22,1994
Safety Center, 2560 Orion Way

GAEL TO ORDER: Mayor Lewis called the meeting to order at 9:OO a.m.
ROLL CALL:
Present: Mayor Lewis
Council Member Kulchin
Council Member Finnila
Council Member Hall
Absent: Council Member Nygaard arrived at 9:05 a.m.
Pursuant to Government Code Section 54956.5, the City Council convened
for an emergency meeting to receive an update on the status of the local
emergency declared as a result of the calamitous fire.
Fire Marshall Mike Smith gave a status report stating it was estimated that
about 1,500 acres had currently burned in the Harmony Grove fire; and
approximately sixty homes in Carlsbad had burned. He noted that there was a
report of one injury md no fatalities.
Mayor Lewis said Susan Golding called and offered any assistance.
Police Chef Robert Vales gave a status report on the traffic control situation
and stated they are letting property owners in to the areas to get personal
property. In response to query, he stated there were no confirmed reports of
looting.
Planning Director Michael Holzmiller displayed a map depicting boundaries
of fire in the City and the areas impacted the most which included the El
Fuerte and Bolero area, Cadencia at Rancho Santa Fe Road, and Bajo Court,
Esfera, Fosca and Borla. He reported there are four teams of inspectors now
working in the area to determine the actual number of homes completely
destroyed.

Bob Birch of the American Red Cross explained the status and location of the
shelters and said they are kept open as long as people need them. He said
they have requested mental health teams to assist those who need counseling.
Requirements for different levels of financial aid were explained and it was
also noted that they are attempting to set up Red Cross assistance at Fire
Station Number 6 located at 3 13 P Eevante.
Council discussed a need for a local phone number to be established for those
families to call for assistance since the Red Cross number is busy. They noted
a need for the city to develop an outreach program for those families who lost
their homes. Additionally, it was noted the Red Cross is prepared to give
people the kind of assistance they need in terms of food, clothing and shelter,
but many times the people need other kinds of information. Staff stated they
would develop an action plan to provide the additional informational
resources.
Fire Marshall Smith explained the EO@ action plan for the day and noted the
emergency will stay in effect as long as we have the need but we do not have
the resources to meet the need.
The City Attorney stated he had the resolution adopted by Council at their
earlier emergency meeting whch declared the local state of emergency.
The Mayor requested that an update of the situation be given at the Council
meeting that night. Council determined their next meetinghriefing would be
held at 300 p.m. at the Emergency Operations Center at the Safety Center.
ADJOURNMENT: The emergency meeting adjourned at 935 a.m.
