HomeMy WebLinkAbout1996-10-22; City Council; MinutesB 'A 0 0 MINUTES OF EMERGENCY MEETING Carkbad City Council October 22,1996 Safety Center, 2560 Orion Way 300 p.m. CALL TO ORDER: Mayor Lewis called the meeting to order at 3:OO p.m. ROLL CALL: Present: Mayor Lewis Mayor Pro Tem Nygaard Council Member Kulchin Council Member Firmila Council Member Hall Absent: None Pursuant to Government Code Section 54956.5, the City Council convened for an emergency meeting to receive an update on the status of the local emergency declared as a result ofthe cdamitous fire. APPROVAL QF MINUTES: The City Attorney distributed a copy of the minutes of the Emergency Council meeting held at 12:OS a.m. on October 22, 1996 wherein the City Council adopted Resolution No. 96-357 declaring the local emergency. On motion by Mayor Pro Tem Nygaard, Council approved the minutes of the Emergency Council meeting of October 22, 1996, as submitted. AYES: Council Members Lewis, Nygaard, Finnila and Hall AE3STAIN: Council Member Kulchin Staff overviewed the history of the fire and the EOC operations during this local emergency. An update was also given on Police activities as well as the Red Cross activities. It was reported that the Red Cross would be setting up operations at the Mission Estancia School located at 3030 Calle Barcelona. ,, i 0 e Page 2 In addition, city staff would also be available at that location to provide other types of information to those in need as a result of the fire. Staff reported they were still working on the damage assessment of the homes totally destroyed as well as those with partial damage. Council requested that staf€ give a report on the situation at the Council meeting that evening. The City Manager stated Daniels Cablevision would be notified of the time ofthe report in advance so they could put it on their reader board so people would know exactly what time the report would take place. Mayor Lewis questioned whether it would be possible for the City to give a break on building fees to those people whose homes were destroyed. The City Manager stated staff would research the matter and provide a report to Council. Fire Marshall Smith gave an updated report stating it was estimated that a total of 5,200 acres had burned in the Harrnony Grove fire and it was currently 48% contained. He noted that there were currently no structures threatened. The City Manager reported that the EOC would likely be closed sometime prior to the 5:30 p.m. Council meeting.
