MINUTES
MEETING OF: CITY COUNCIL (Special Meeting)
DATE OF MEETING: June 30, I997

PLACE OF MEETING: Safety and Service Center, 2560 Orion Way
CALL TO ORDER: Mayor Lewis called the meeting to order at 2:06 p.m.
ROLL CALL was taken as follows:
Present: Council Members Hall, Kulchin, Nygaard, Mayor Pro Tem
Finnila and Mayor Lewis.
Absent: None.
Other agency participants in attendance were:
Korve Engineering representative Nancy Michali
NCTD representatives Pete Aadland and Tom Lichterman
SANDAG representatives George Franck and Stephanie Lewis

City Manager Ray Patchett, overviewed the agenda for the Transportation
Services Workshop noting the key themes are : (1) Demand; (2) Future Vision;
(3) Current Situation; and (4) Strategies.
Council and other participant comments included the following:
( 1) Developers coming into the city should pay their fair share.
(2) The city should not own or control buses.
(3) The city’s first priority is the road system.

Ms. Nancy Michali of Korve Engineering distributed a copy of materials titled
“Integrated Transportation System Vision for the City of Carlsbad”, and she
explained the contents of same.

City Engineer Lloyd Hubbs reported on the traffic volumes on Palomar Airport
Road, El Camino Real, La Costa Avenue and College Boulevard since 1991. Me
also showed a map which depicted missing and critical links in the city’s
circulation plans.
Marketing Officer Pete Aadland of NCTD reported their Board would be doing a
system wide study and evaluation of their route structure. That study will review
the effectiveness of existing routes, assess future needs. He indicated they were
considering the possibility of having a technical advisory committee assist with
that study, and the committee would be comprised of representatives from all of
the cities in their service area.
Senior Planner George Franck of SANDAG displayed a map depicting the long-
range regional plan for freeways and gave an update.
Associate Planner Stephanie Lewis of SANDAG reference the Zone 5 survey,
which was conducted to determine how much demand there was for a shuttle
service to the area from the Coaster Station. She reported that the results showed
there was not enough demand for the service to work on its own.
Senior Management Analyst Debbie Fountain distributed information on two
possible approaches for the future. One approach was titled “Integrated
Transportation System Study/Analysis Approach”. The second approach was
titled “Shuttle System Study/Analysis Approach”.
Discussion concerning the two approaches reflected a preference for the
Integrated Transportation System Approach, but it was also suggested that NCTD
should be the lead agency for such a project.
Ray Patchett stated staff would come back to Council at a future meeting with an
Agenda Bill containing information, possible tasks and methods for proceeding
with an Integrated Transportation System Study.
V. PUBLIC COMMENT
Mr. Floyd Best, Manager of Palomar Airport, cited statistics concerning the
increasing number of passengers traveling through the airport. He stated the
airport could handle the increase, but parking would be insufficient. As a result,
there would be an impact on local surface transportation.
