HomeMy WebLinkAbout1998-12-01; City Council; Minutes (2)*‘r 0 0 MINUTES MEETING OF : CITY COUNCIL (Special Meeting) DATE OF MEETING: December 1,1998 TIME OF MEETING: 4:OO p.m. PLACE OF MEETING: City Council Chambers - CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:08 p.m. ROLL CALL was taken by the City Clerk as follows: Present: Council Members Hall, Kulchin, Nygaard, Mayor Pro-Tem Finnila, and Mayor Lewis (Council Member Hall left the meeting at 5:30 p.m.) PUBLIC COMMENT ON AGENDA ITEMS: None. CLOSED SESSION: Council adjourned to Closed Session at 4:08 p.m., to discuss Items Nos. 3, 4, and 5, which were taken out of order as follows: 3. PERSONNEL MATTER. Receipt, review and action on recommendations from the Personnel Board for the discipline of a police officer, pursuant to Government Code Section 54957. 4. CLOSED SESSION - PENDING LITIGATION. Pending litigation, Schmidt v. Citv of Carlsbad, Case No. N76530, pursuant to Government Code Section 54956.9(a). 5. CLOSED SESSION - NEGOTIATIONS. Employer-employee relations, salaries, salary schedules and compensation with designated staff with respect to negotiations with the CFA, CCEA, CPOA, and Police Management Association employee organizations, and unrepresented employees, pursuant to Government Code Section 54957.6. Council Member Hall left the meeting at 5:30 p.m. Council continued the Closed Session with four members present, to discuss Item Nos. 1 and 2 as follows: 1. PENDING LITIGATION. The Matter of the Application of San Diego Gas & Electric Company (U 902E) for Authority to Sell Electical Generation Facilities and Power Contracts, A-97- 12-039, pending litigation, pursuant to Government Code Section 54956.9(a). I, 0 November 24,1998 CITY COUNCIL - SPECIAL MEETING Page 2 CLOSED SESSION (continued) 2. INITIATION OF LITIGATION. Initiation of litigation involving San Diego Gas & Electric Company and the acquisition of the Encina Power Plant site and its associated properties, pursuant to Government Code Section 54956.9(c). Council reconvened at 6:lO p.m., and Mayor Lewis announced that Council had heard the information regarding Item Nos. 1, 2, 4, and 5, and had instructed staff and the Attorney regarding the items. Regarding Item No. 3, Mayor Lewis announced that Council had considered the termination of a police officer employed by the Carlsbad Police Department and determined to uphold the termination imposed by the Police Chief by a vote of 4 to 1 , with Council Member Finnila voting no.
