Mayor Lewis called the Meeting to order at 5:06 p.m. ROLL CALL was taken by the Assistant City Clerk as follows: Present: Council Members Kulchin, Nygaard, Finnila, Mayor Pro-Tern Hall and Mayor Lewis (Council Member Hall left the meeting at 5:20 p.m., and returned at 5:45 p.m.) - PUBLIC COMMENT ON AGENDA ITEMS: None. - CLOSED SESSION: Council adjourned to Closed Session at 5:06 p.m., to discuss the following: 1. CLOSED SESSION - PENDING LITIGATION. Gooch v. Citv of Carlsbad, Case No. N078641, pending litigation, pursuant to Government Code Section 54956.9(a). Council Member Hall left the meeting at 5:20 p.m. Council continued the Closed Session with four members present, to discuss Item Nos. 3 and 4, which were taken out of order, as follows: 3. PENDING LITIGATION. The Matter of the Application of San Diego Gas & Electric Company (U 902E) for Authority to Sell Electrical Generation Facilities and Power Contracts, A-97-12-039, pending litigation, pursuant to Government Code Section 54956.9(a). 4. INITIATION OF LITIGATION. Initiation of litigation involving San Diego Gas & Electric Company and the acquisition of the Encina Power Plant site and its associated properties, pursuant to Government Code Section 54956.9(c). Council Member Hall returned to the meeting at 5:45 p.m.. Council continued the Closed Session with five members present, to discuss Item No. 2 as follows: 2. CLOSED SESSION - EMPLOYEE RELATIONS AND NEGOTIATIONS. Employer-employee relations, salaries, salary schedules, and compensation with designated staff as labor negotiators with respect to negotiations with the CFA, CCEA, CPOA, and Police Management Association employee organizations, and unrepresented employees, pursuant to Government Code Section 54956.9(c). Council reconvened at 5:55 p.m. with five Council Members present. Mayor Lewis announced that Council had heard the information, and instructed staff and the Attorney regarding Item Nos. 1, 3, and 4, and that Council would reconvene in closed session, immediately following the regular meeting, to continue the discussion regarding Item No. 2. ”, 0 e December 15,1998 CITY COUNCIL SPECIAL MEETING Page 2 - CONTINUATION OF CLOSED SESSION: Council adjourned to Closed Session at 957 p.m., to continue discussion regarding Item No. 2 as follows: 2.
