HomeMy WebLinkAbout1999-08-09; City Council; Minutes(I e 0 MINUTES MEETING OF : CITY COUNCIL (Special Meeting) DATE OF MEETING: August 9,1999 TIME OF MEETING: 6:OO p.m. PLACE OF MEETING: City Council Chambers ~ ~~~ CALL TO ORDER Mayor Lewis called the meeting to order at 6:OO p.m. ROLL CALL was taken by the City Clerk as follows: Present: Mayor Lewis, Mayor Pro Tern Hall, Council Members Finnila, Nygaard, and Absent: None Kulchin SHOPPING CENTER POLICY SCENARIOS WORKSHOP: I. WELCOMEnNTRODUCTIONS - Mavor Lewis. The Mayor stated that this Special Meeting was a continuation of the Workshop from August 2, 1999, focusing on defining the vision for future shopping center development. He asked that public comment center on the seven scenarios for shopping center development and not specific projects. 11. INTRODUCTION AND BACKGROUND - Gary Wayne, Assistant Planner. Mr. Wayne gave a brief summary of his report which was presented in detail at the Special Meeting of August 2, 1999. III. THE DRAFT 1996 COMMERCIAL STUDY - Dennis Turner, Princbal Planner. Mr. Turner summarized the findings of the 1996 Commercial Study which was presented at the Special Meeting of August 2, 1999. IV. CONSULTANT REPORT- Richard A. Parker. Ph.D.. and Louis M. Rea, Ph.D., Rea and Parker, Inc. Drs. Rea and Parker also reiterated the seven commercial scenarios/outcomes and corresponding characteristics that were used in their survey of Carlsbad residents and the analysis of survey results detailed in the August 2, 1999, Special Meeting. V. PUBLIC COMMENT: Mr. Wayne asked that Public Comment focus on the following three questions: 1. Which of the seven scenarios do you support? 2. Should there be gaps or overlaps in shopping center locations? 3. Should there be any new community commercial centers in the City? Mayor Lewis issued the invitation to speak at 6:45 p.m. Arthur Wood, 4770 Brookwood, stated support for Scenario #7 and opposition to Scenario #I. Klaus Kirchhoff, 1258 Veronica Court, stated his support for Scenario #6. Freda Schweitzer, 4650 Trieste Drive, spoke in support of Scenario #7, and stated that she could support Scenario #6 if the shopping centers were confined to the Business Parks. 0 0 August 9,1999 CITY COUNCIL WORKSHOP-SHOPPING CENTER POLICY Page 2 Tom Flanagan, 2988 Ridgefield Avenue, questioned the “yellow zones” shown on the drive time map. He stated he had driven from the yellow zone to a shopping center in less than five minutes. He suggested Council direct staff to drive the distances to determine real driving times. Howard Hefher, 7154 Lantana Terrace, spoke in support of Scenario #7. Jan Sobel, 5 180 Paseo del Norte, CEO of the Carlsbad Chamber of Commerce, stated that the Chamber Economic Council had discussed the scenarios and expressed the need for clarification of the definitions for neighborhood commercial and community commercial. She also stated that shopping areas in the industrial corridor are important in the Palomar Pilot Program. Bill Ready, 4709 Ambenvood Court, President of the Carlsbad Palisades Homeowners Association, stated they would like to see commercial growth severely restricted along El Camino Real to those areas that are already zoned commercial. Ron Rouse, 3449 Calle Odessa, Chairman of the Carlsbad Chamber of Commerce, reiterated the confusion the Chamber has with the definitions of neighborhood commercial and community commercial. He stated that the developmental focus of shopping centers should be the consideration of size, location and need. Dr. Michael Krak, 6609 Curlew Terrace, stated his support of Scenario #1. Laura Wineholt, 6664 Curlew Terrace, spoke in support of Scenario #l. Doug DuBois, 3606 Ashby Court, supported Scenario #6. Dennis Lees, 6708 Petrie Street, asked why there was no 24 Hour Fitness Gyms in Carlsbad even though the headquarters are in Carlsbad, and why there were no public golf courses in Carlsbad even though there are several major golf manufacturers within City borders. Seeing no one else wishing to speak, the Mayor closed the public comment session at 7: 16 p.m. RECESS: Mayor Lewis declared a recess at 7:16 p.m. and Council reconvened at 7:23 p.m. with all Council Members present. VI. COUNCIL DISCUSSION: Council inquired about how additional gas stations fit into the commercial scenarios. Mr. Wayne responded that all scenarios include gas stations. He also indicated that the survey reflected a need for gas stations, especially in the southeast quadrant of the City. Council also inquired about the use of a formula to determine number and location of future shopping centers. Mr. Turner responded that once the amount of adequate shopping center coverage was determined the use of travel time and population could be used in a formula to predict future needs. Council asked if the Habitat Management Plan would be affected by the commercial scenarios. Mr. Turner responded that there is little or no effect on the projected Plan. Council Member Finnila stated she is in favor of minimal commercial service for all of the City including coverage of any existing gaps. She indicated that there may be opportunities for service centers in the Airport Industrial areas. She stated that there is a blur between the concepts of neighborhood commercial and community commercial and feels that a blend of scenarios is needed to give the City flexibility. t e * August 9,1999 CITY COUNCIL WORKSHOP-SHOPPING CENTER POLICY Page 3 Mayor Pro Tem Hall stated that in 10 to 15 years the density of the City will change and that we must keep an open mind about shopping options. He, too, stated that commercial areas in the industrial corridors are important. He also stated that community commercial may not be appropriate in the City, but may be appropriate on a few sites on the boundaries. He stressed that future community shopping center design should be reviewed and approved by Council. Council Member Kulchin spoke in favor of a blend of Scenarios #1, #6, and #7 with no development along El Camino Real. She stated that the City should focus on high quality, small scale commercial developments. Council Member Nygaard also favored a blend of Scenarios #1, #6, and #7. She stated that a formula of development time and location should be developed for each quadrant of the City. She also stated that the City can deliver quality centers through setting standards. Mayor Lewis stated his support for Scenarios #I, #6, and #7. He stated his opposition to additional shopping center development along El Camino Real. A motion was made by Mayor Pro Tem Hall to direct staff to develop a program using Scenarios #1, #6 and #7, and if any community commercial projects are processed, they must come before Council for approval. After discussion, the motion was withdrawn with consent of the second. ACTION: On a motion by Council Member Kulchin, staff was directed to develop a shopping center development policy using a blending of Scenarios #1, #6, and #7 as guidelines. AYES: Lewis, Hall, Finnila, Nygaard, Kulchin NOES: None ACTION: On a motion by Mayor Pro Tern Hall, staff was directed to review alternatives by which Council can review community commercial projects. AYES : Lewis, Hall, Finnila, Nygaard, Kulchin NOES: None ACTION: On a motion by Council Member Finnila, staff was directed to review existing commercial sites after the policy is finalized.
