MINUTES
SPECIAL MEETING OF: CITY COUNCIL WORKSHOP
DATE OF MEETING: January 12,2000
TIME OF MEETING: 8:OO a.m. - 500 p.m.
PLACE OF MEETING: Raintree Conference Center

The Mayor called the meeting to order at 8:14 a.m. Council Members Hall, Finnila,
Kulchin and Nygaard were in attendance. Also in attendance was City Manager, Ray
Patchett, and City Attorney, Ronald R. Ball, who acted as Clerk Pro Tem, and Ann
Marie Spraul, acting as facilitator.
The Mayor thanked everybody for their attendance and anticipated contributions to the
workshop and introduced the discussion of the City Council and Organizational
Operations, Effectiveness and Service. The Council directed the City Manager and City
Attorney to schedule a monthly special meeting to discuss Council members' activities,
responsibilities, and updates from participation on regional boards, committees,
commissions and authorities which assignments are listed weekly on the Council
agenda. The first such special meeting is tentatively scheduled for February 16, 2000
at the new Administrative Center located at 1635 Faraday Avenue, Carlsbad, CA
commencing at 11:OO a.m. and continuing until the conclusion of business at
approximately 1 :OO p.m.
The Council continued with its discussion of City Council and Organizational
Operations, Effectiveness and Service and adjourned for lunch at 12:15 p.m. in the El
Dorado Room.
The Mayor called the meeting back to order at 1 :00 p.m. and the Council continued its
discussion of the City Council and Organizational Operations, Effectiveness and
Service.
The Mayor then called for public comment in where there were no members of the
public in attendance wishing to comment.
The Mayor thanked the Council, City Manager, City Attorney and facilitator for their
participation and input in the special meeting and it was adjourned at 507 p.m. Rn" Q* L
