MINUTES
SPECIAL MEETING OF: CITY COUNCIL WORKSHOP
DATE OF MEETING: January 19,2000
TIME OF MEETING: 8:OO a.m. - 500 p.m.
PLACE OF MEETING: The Grand Pacific Palisades Resort
The Ballroom
The Mayor called the special meeting to order at 8:lO a.m. Council Members Hall,
Finnila, Kulchin and Nygaard were in attendance. Also in attendance was City
Manager, Ray Patchett, and City Attorney, Ronald R. Ball, who acted as Clerk Pro Tern,
the Leadership Team, Public Works Director, Lloyd Hubbs, Community Development
Director, Marty Orenyak, Administrative Services Director, Jim Elliott, Community
Services Director, Frank Mannen, Police Chief, Bob Vales, and Fire Chief, Dennis Van
der Maaten. Also in attendance were staff members Joe Garuba, Natasha Hagaman,
Lynn Diamond, Bob Johnson, Michael Holzmiller, Marilyn Strong, Cindee Hollingsworth,
Ken Price, Mike Grim, Cynthia Haas, Dennis Turner, public information consultant
Marilyn Campbell and Mary Marie Stewart, facilitator.
The Mayor reviewed the goals and encouraged continued progress toward their
achievement making Carlsbad a special place to live, work and play. Ann Marie
Stewart continued the discussion and outlined the workshop design commencing with a
discussion of the current reality.
The City Manager introduced the discussion on the current reality and presented
Cynthia Haas who presented a community profile with the aid of slides and handouts.
The City Manager then introduced the “1999 Carlsbad Community Survey” and
explained its results with the aid of a handout.
The Planning Director, Michael Holzmiller introduced the “Development Activity and
Growth Trends” and Traffic Engineer, Bob Johnson discussed the “Integrated
Transportation Program’’ both with the aid of slides and handouts.
The Mayor then invited all present to attend a buffet lunch at 1230 p.m. and resumed
the workshop at 1:lO p.m.
The staff then made a presentation on “Carlsbad Vision 2005” and entertained a
discussion and question session following it.
The Council then began a discussion of its strategic goals for 2000-2001. After a
thorough discussion, review and consideration of competing goals, the Council felt that
the following goals were appropriate for 2000-2001.

0 Ensure the effective and efficient delivery of top-quality services to our community
0 Develop and implement proactive strategies to ensure the financial health of the
community and the City
0 integrate a comprehensive and efficient transportation system, recognizing
Carlsbad's essential role in the region, with quality of life-centered land use
decisions
0 Enhance educational opportunities for all segments of the community.
The Mayor thanked the Council and all present for their careful thought and input
throughout the day and adjourned the meeting at 515 p.m.
