MEETING OF : THE CARLSBAD CITY COUNCIL AND MUNICIPAL WATER
DISTRICT (Joint and Special Meeting)

CALL TO ORDER: PresidentMayor Lewis called the Meeting to order at 8:32 p.m.
ROLL CALL:
Present: CouncilBoard Members Lewis, Hall, Finnila, Nygaard, Kulchin.
Absent: None
DEPARTMENTAL AND EXECUTIVE DIRECTOR REPORTS:
6. AB #15,597 - APPROVAL. OF THE ENCINA BASIN WATER RECLAMATION PROGRAM,
PHASE I1 PROJECT AND AGREEMENT FOR PHASE I AND I1 PROJECTS, CMWD
PROJECT NO. 98-301 z Bill Plummer, Deputy City Engineer, presented the staff report and recommendation and described
funding sources for this program.
Jason Martin, Associate Planner, reviewed the mitigated measures for this program and “Environmental
Review” in the staff report.
In response to CouncilBoard, Ron Ball, City Attorney, said that in his opinion there are no adverse
environmental impacts. He said it would be appropriate for CouncilBoard to direct staff to entertain
discussions with other agencies expressing concerns.
ACTION: On a motion by Vice PresidentMayor Pro Tem Hall, Council adopted
RESOLUTION NO. 2000-37 for approval of a mitigated negative declaration
for the Encina Basin Water Reclamation Program, Phase I1 Project, Case No.
EIA 99-09; CMWD Project No. 98-301; and that staff be directed to continue
working with Olivenhain Municipal Water District to reach a conclusion on that
agreement;
and,
the Board adopt RESOLUTION NO. 1072 for approval of a Local Resources
Program Agreement between Metropolitan Water District of Southern
California, San Diego County Water Authority, and Carlsbad Municipal Water
District for Encina Basin Water Reclamation Program, Phase I and Phase I1
Projects; CMWD Project No. 98-301
