MINUTES
SPECIAL MEETING OF: CITY COUNCIL STUDY SESSION
DATE OF MEETING: March 15,2000
TIME OF MEETING: 11:OO a.m. - 1 :00 p.m.
PLACE OF MEETING: Faraday Administration Center F173A
The Mayor called the special meeting to order at I1 :00 a.m. Council Members Hall,
Finnila, Kulchin and Nygaard were in attendance. Also in attendance was City
Manager, Ray Patchett, and City Attorney, Ron Ball, who acted as Clerk Pro Tem.
Also joining the meeting later were Community Development Director, Marty Orenyak,
and Planning Director, Michael Holzmiller.
The Council Members discussed their regional assignments and roles and the status of
key pending legislative issues as it impacts Carlsbad..
The Mayor asked about performance measurement services, and labor negotiations.
Council Member Nygaard reported that the North County Transit District will implement
existing approved transportation facility at Plaza Camino Real.
Council Member Hall asked about the City’s web site, the status of the Public Safety
technology Plan. Council Member Hall notified the City Attorney of Los Angeles’s
NPDES permit which included redevelopment agencies.
Council Member Finnila discussed SMART growth and distributed a draft report from
the League of California Cities on the issue. She initiated a discussion of regional .
density proposals at SANDAG and proposed county General Plan Amendment.
The Council was updated on solid waste issues and requested that a future session for
the acquisition of real property for a solid waste facility be noticed for a closed session
in accordance with the Brown Act in mid-April.
The next Special Study Meeting of the Council will be held in the City Manager’s
conference room at the Faraday Administration Center on April 19, 2000.
The Mayor thanked the Council and all present for their careful thought and input
throughout the study session and adjourned the meeting at 12:55 p.m.
