MINUTES
MEETING OF: CARLSBAD CITY COUNCIL (Special Meeting)
DATE OF MEETING: March 23,2000
TIME OF MEETING: 6:OO p.m. PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor Lewis called the Special Meeting to order at 6:OO p.m.
Present: Councilmembers Lewis, Hall, Finnila, Nygaard, Kulchin.
Absent: None.
SHOPPING CENTER LAND USE POLICIES
WELCOME - Mayor Lewis.
The Mayor stated that the purpose of this Special Meeting is to review shopping center
land use policies. I-le asked that public comment focus on the policies and not specific
projects.
REVIEW RESULTS OF COUNCIL WORKSHOP - Garv Wayne, Assistant Planning
Director.
Mr. Wayne reviewed the results of the last two Council Workshops (August 2 and 9,
1999). He also reviewed “Commercial Policies - Staff Proposal”; Alternative Shopping
Center “Visions” (Policy Scenarios)” (on file in the City Clerks Office).
PRESENT CURRENT “DECISION MAKING” STATUS FOR VACANT COMMERCIAL
SITES (requested by Council on August 9, 1999).
Mr. Wayne reviewed series of overheads (on file in the City Clerks Office).
REVIEW OUTSTANDING CRITICAL ISSUES - Dennis Turner, Principal Planner
Mr. Turner reviewed the same series of overheads (on file in the City Clerk’s Office) to
discuss outstanding critical issues.
PRESENT STAFF POLICY PROPOSAL AND FOLLOW-THROUGH WORK PLAN
Mr. Turner and Mr. Wayne reviewed the same series of overheads (on file in the City
Clerk’s Office) to present the staff policy proposal and follow-through work plan.

PUBLIC COMMENT
Tom Flanagan, 2988 Ridgefield Avenue, said other factors, such as sewer, large
setbacks and large centers in the El Camino/College area, should be considered. He
said that strip malls are inappropriate in Carlsbad.
Bernice Hill, 2984 Ridgefield Avenue, (Calavera Hills) asked Council to consider their
homeowners’ association correspondence dated July, 1999. She asked Council not to
clutter neighborhoods with unwanted shopping centers.
Bob Seamans, 2921 Lancaster Road, said that primary shopping areas should be
located in the travel corridors to and from work.
Richard Reck, 4534 Hartford Place, (Calavera Hills) said there are I1 acres zoned
commercial that should be reconsidered because they are near a school and natural
habitat.
Lois Martyns, 7304 Lantana Terrace, Vice President of the Seacliff Homeowners’
Association, asked for an explanation of Item B2 in the zoning proposal regarding the
retention of old C1 and C2 zones.
Dr. Donald Miller, 4610 Trieste Drive, said that current residential property should not be
rezoned to commercial. He spoke in support of preserving open space.
Freda Schweitzer, 4650 Trieste Drive, expressed concern that residential property
would automatically be rezoned to commercial. She asked that no additional
commercial sites be placed on El Camino Real.
Joseph Levesque, 4350 La Portalada Drive, said it is inappropriate to place a
commercial center at the intersection of El Camino and Tamarack.
COUNCIL DISCUSSION
Council concurred that all commercial development should be presented to Council for
final approval.
In response to inquiry by Council, Mr. Wayne explained that there are a number of sites
development with commercial uses that are not shopping centers. Under the proposal,
they would be considered non-conforming uses and will not be immediately pursued by
staff. He said the current designations would remain to avoid non-confirming uses.
Mr. Wayne said that staff would need to do studies to determine if the residential sites
are viable for commercial uses. If they were viable, a public hearing would be required
prior to rezone.

Mayor Lewis expressed concern for the lack of gas stations in the southern part of
Carlsbad.
Council Member Finnila said that the potential for office uses should be considered.
Council concurred to direct staff to carry out the proposal, “Commercial Policies” (on file
in the City Clerk’s Office).
