MINUTES
MEETING OF : CITY COUNCIL (Regular Meeting)

CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:05 p.m.
ROLL CALL was taken by the City Clerk, as follows:
Present: Mayor Lewis, Mayor Pro Tem Hall, Council Members Finnila, and
Absent: Nygaard.

ANNOUNCEMENTS:
Mayor Lewis announced that Councilmembers have been invited, and may be
participating, in the upcoming events:

Mayor Lewis also announced that volunteers are currently being recruited from each
quadrant to serve on the Traffic Calming Committee.
APPROVAL OF MINUTES:
On a motion by Mayor Pro Tem Hall Minutes of the following meetings were
unanimously approved as presented:

PRESENTATIONS:
Mayor Lewis presented a proclamation to City Police Dispatchers in recognition of
“Public Safety Dispatchers Appreciation Week”.
Mayor Lewis presented Terry Presnal, Communications Operator, with a proclamation
in recognition of her retirement after 18 years as a Police Dispatcher.
CONSENT CALENDAR:
Item #I and #2 were removed from the Consent Calendar.
ACTION: On a motion by Mayor Pro Tem Hall, Council affirmed the action of
the Consent Calendar, Items #I through #6, with the exception of
Item #I and #2, as follows:
AYES: Lewis, Hall, Finnila, Kulchin.
NOES: None.
ABSENT: Nygaard.
WAIVER OF ORDINANCE TEXT READING:
Council waived the reading of the text of all Ordinances and Resolutions at this Meeting.
1. AB #15,687 -ACCEPTANCE OF DONATION.

3. AB #15,689 -APPROVAL OF PURCHASE OF TOR0 MOWERS.
Council adopted RESOLUTION NO. 2000-1 12, authorizing the purchase of three
Tor0 mowers from California Turf.
4. AB #15,690 - APPROVAL OF REVISED PROJECT FUNDING ALLOCATIONS FOR
2000-2001 CDBG/HOME PROGRAM.
Council adopted RESOLUTION NO. 2000-113, approving the projects and the
revised funding allocations for the 2000-2001 Community Development Block
GranUHome Program.
5. AB #15,691 - AWARD OF BID FOR CURB GUTTER AND SIDEWALK
REPLACEMENT - CONTRACT NO. STS99-00-01.
Council adopted RESOLUTION NO. 2000-114, accepting the bid proposal of
Bighorn Construction Company for the Curb Gutter and Sidewalk Replacement.

6. AB #15,692 - AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE
INSTALLATION OF SIDEWALK, CURBING AND CONCRETE SURFACING
AROUND THE TOT LOT AT HOLIDAY PARK - CONTRACT NO. POO-03.
Council adopted RESOLUTION NO. 2000-1 15, approving plans and specifications,
and authorizing the City Clerk to advertise for bids for the installation of sidewalk,
curbing and concrete surfacing around the Tot Lot at Holiday Park.
7. AB #15,693 - CONSULTANT AGREEMENT FOR ENGINEERING SERVICES FOR
COLLEGE BOULEVARD FROM EL CAMINO REAL TO CANNON ROAD, AND
CANNON ROAD FROM COLLEGE BOULEVARD TO THE CONNECTION IN
OCEANSIDE - PROJECT NOS. 36362 AND 36821.
Council adopted RESOLUTION NO. 2000-116, approving a consultant agreement
with Fraser Engineering, Inc. for engineering services for College Boulevard from El
Camino Real to Cannon Road and Cannon Road from College Boulevard to the
connection in Oceanside and additional appropriation of funds.
ITEM REMOVED FROM CONSENT CALENDAR:
1. AB #I 5,687 - ACCEPTANCE OF DONATION.
Council Member Kulchin expressed appreciation to Joan Kindle, the Carrillo Ranch
Volunteer curator, for her efforts in supporting Carrillo Ranch.
ACTION: On a motion by Council Member Kulchin Council adopted
RESOLUTION NO. 2000-110 accepting a donation from Joan
Kindle, volunteer Curator for the Carrillo Ranch, for use by the by
the Carrillo Ranch Trust.
AYES: Lewis, Hall, Finnila, Kulchin.
NOES: None.
ABSENT: Nygaard.
2. AB #15,688- ACCEPTANCE OF DONATION.
Council Member Kulchin reviewed the staff report and expressed appreciation for the donations from the following: Carlsbad Library Foundation, Carltas and the Flower Fields and, Mrs.
Teresa M. Cannon.
ACTION: On a motion by Council Member Kulchin Council adopted
RESOLUTION NO. 2000-1 11 accepting donations from the
Carlsbad Library Foundation, Carltas and the Flower Fields, and
Mrs. Teresa M. Cannon.
AYES: Lewis, Hall, Finnila, Kulchin.
NOES: None.
ABSENT: Nygaard.

DEPARTMENT AND CITY MANAGER REPORTS
8. AB #15,694 - ESTABLISHMENT OF A SPECIAL ENFORCEMENT UNIT TO
ENFORCE STATE AND LOCAL DISABLED PARKING LAWS
Police Sergeant Keith Blackburn presented the staff report, In response to Mayor Pro
Tem Hall’s inquiry, Sergeant Blackburn said that other agencies in the area use their
Senior Volunteer Patrol personnel to issue citations to violators of state and local
disabled parking laws.
Council Member Kulchin and Council Member Finnila spoke in support of establishing a
special enforcement unit to enforce state and local disabled parking laws.
Mayor Pro Tem Hall said he felt that the Senior Volunteer Patrol Members should not be
placed in a situation where they would be writing citations. Mayor Pro Tem Hall said
that issuing citations should be maintained by sworn police officers.
ACTION: On a motion by Council Member Finnila, Council introduced
ORDINANCE NO. NS-538 amending Carlsbad Municipal Code
Chapter 10.42 to add a section establishing a special enforcement
unit for the purpose of enforcing state and local disabled parking
laws.
AYES: Lewis, Finnila, Kulchin.
NOES: Hall.
ABSENT: Nygaard.
9. AB #15,695 - ESTABLISHMENT OF A NO PARKING ZONE ON THE WEST SIDE
OF PONTO DRIVE (SOUTH) FROM AVENIDA ENCINAS TO ITS INTERSECTION
WITH CARLSBAD BOULEVARD
Bob Johnson, Deputy City Engineer, presented the staff report and described the
current restrictions.
ACTION: On a motion by Mayor Pro Tem Hall , Council introduced
ORDINANCE NO. NS-539 establishing a no parking zone on the
west side of Ponto Drive (South) from Avenida Encinas to its
intersection with Carlsbad Boulevard.
AYES: Lewis, Hall, Finnila, Kulchin.
NOES: None.
ABSENT: Nygaard.

COUNCIL REPORTS AND COMMENTS:
Council Member Finnila said that rehabilitation of Palomar Airport will begin in May and
is estimated to be completed by December, 2000, and that the bid process will begin
soon for the new terminal. She noted there has been a proposal by a private developer
to construct a 72,000 square foot terminal and a decision will be made by the end of
April.
Mayor Pro Tern Hall said that on April 7, 2000 he attended a function where Carlsbad
Police Office Pete Pasqual received the Peace Officer of the Year Award.
Mayor Lewis presented a brief update of the bill sponsored by State Senator David
Kelley (37fh District) regarding the reduction of the number of seats on the Metropolitan
Water District Board of Directors.
