The Mayor called this Special Meeting to order at 11:OO a.m. Mayor Pro-tem Hall,
Council Members Finnila, Kulchin and Nygaard were present. Also present were City
Manager Ray Patchett, City Attorney Ron Ball, who acted as Clerk Pro-tem. Also
joining the meeting at various times for presentations and an answer to Council's
inquiries were Public Works Director Lloyd Hubbs, Assistant City Manager Frank
Mannen, Planning Director Michael Holzmiller, Community Development Director Marty
Orenyak, Principal Planner Dennis Turner, Assistant Planning Director Gary Wayne and
Deputy Public Works Director Bob Wojcik.
The City Manager reviewed the goals and project tracking report for 1999/2000 and
answered questions of the Mayor and Council Members regarding the status of certain
projects and goals.
The Mayor called a recess at 12:07 p.m., and resumed at 12:18 p.m., for a working
lunch.
The SANDAG representative was unavailable to present its report on SMART Growth
and the Council directed that this be scheduled for a future workshop.
The Mayor and Council then began the In-fill Development Workshop subject to a
discretionary permit. Principal Planner Chris DeCerbo introduced the item with the aid
of maps, charts and slides. After careful study and consideration, the City Council
directed the Planning Director, through the City Manager, to return to the City Council at
a regular meeting with recommendations and proposals addressing the following
issues:
A proposed definition for In-fill Development projects. This should include all
projects of two or more residential lots and a project subject to a discretionary
permit.
Require a submittal of photo-simulation exhibits of the proposed In-fill project from
all sides.
Neighborhood workshops for In-fill projects would be strongly suggested for
presentation by the Developer to the affected neighborhood and attended by staff.

The Council further directed the City Manager to schedule a workshop or workshops for
study and consideration of street and utility elevations and floor area ratio standards for
In-fill projects.
There were no members of the public wishing to offer comments during the public
comment period.
The Mayor thanked the Council and all present for their participation and careful
thought and input throughout the study session and adjourned the meeting at 3:04 p.m.
