SPECIAL MEETING OF: CITY COUNCIL STUDY SESSION
DATE OF MEETING: May 17,200O
TIME OF MEETING: II:00 a.m. - I:00 p.m.
PLACE OF MEETING: Faraday Administration Center F173A
The Mayor called the special meeting to order at 1 I:03 a.m. Council Members Hall,
Finnila, Kulchin and Nygaard were in attendance. Also in attendance was City
Manager, Ray Patchett, and City Attorney, Ron Ball, who acted as Clerk Pro Tern.
Also joining the meeting were Assistant City Manager, Frank Mannen, Community
Development Director, Marty Orenyak, Planning Director, Michael Holzmiller, and
Principal Planner Dennis Turner.
The Mayor welcomed everyone to the special meeting and introduced the City Manager
who reviewed the goals and project tracking report for 1999-2000, and answered
questions of the Mayor and Council Members regarding the status of certain projects
and goals.
The Mayor then introduced staff from the San Diego Association of Governments,
Michael McLaughlin, Director of Land Use and Public Facilities Planning, Susan
Baldwin, Planner and Carolina Gregor, Associate Regional Planner who introduced the
Region 2020 “Working Together to Share our Future” plan. The working draft covered
the following subject areas:
l Definition of Smart Growth in the San Diego region
l Principals for Smart Growth implementation
l Designation of Smart Growth areas in the San Diego Region
Those concepts were explained with the aid of written materials and computer
generated slides.
Mr. McLaughlin then led a discussion and answered the Council’s questions and
received their comments on these issues. SANDAG will be making similar
presentations to all of the County’s cities and the County, and plans to return to
Carlsbad when that process is completed.
There were no members of the public wishing to offer comments during the public
comment period.
The Council continued the meeting through lunch and Council Member Hall left at 1250
p.m. and the Mayor thanked all for their attendance and participation in the special
meeting and it was adjourned at 1 :I 2 p.m.
