CALL TO ORDER: Mayor Lewis called the Meeting to order at 4:30 p.m.
ROLL CALL was taken by the City Clerk, as follows:

Mayor Lewis, Mayor Pro Tern Hall, Council Members Finnila, Nygaard and Kulchin
None.
PUBLIC COMMENT ON AGENDA ITEMS:
None.
CLOSED SESSION:
Council adjourned to Closed Session at 4:30 p.m., to discuss the following:
74 1. EMPLOYEE RELATIONS AND NEGOTIATIONS.
Employer-employee relations, salaries, salary schedules, and compensation with designated staff (Frank
Mannen, Assistant City Manager; Jim Elliott, Director of Administrative Services; Julie Clark, Acting
Director of Human Resources; and Debbie Porter, Management Analyst) as labor negotiators, with respect to
negotiations with the CFA, CCEA, and Police Management Association employee organization, and
unrepresented employees, pursuant to Government Code Section 54957.6.
Council reconvened at 550 p.m. with all Council Members present, and Mayor Lewis announced that Council had
heard the information and instructed staff and the Attorney regarding the item.
