The Mayor called the special meeting to order at II:02 a.m. Council Members Hall,
Finnila, and Nygaard were in attendance. Also in attendance was City Manager, Ray
Patchett, and City Attorney, Ron Ball, who acted as Clerk Pro Tern. Public Works
Director Lloyd Hubbs and Traffic Engineer Bob Johnson were also in attendance
The first item for discussion was growth in the City of Carlsbad and North County region
and a discussion of other related community development land use matters including
traffic impacts, traffic volumes, and an update on Carlsbad Boulevard and Cannon
Road extensions.
The second item was a discussion of the Clean Water Act and the National Pollution
Discharge Elimination System. Public Works Director Hubbs fed a discussion on the
Clean Water Act and the status of the NPDES co-permit and reviewed the San Diego
Regional Water Quality Control Board’s draft tentative Order No. 2000-01. Council
members commented and discussed the need for further workshops on this matter.
There was no public comment.
The Mayor thanked the other Council members for their participation and the staff for its
presentations and information.
There being no further business, the special meeting was adjourned at I:06 p.m.
