CALL TO ORDER: Mayor Lewis called the Special Meeting to order at 4:30 p.m.
ROLL CALL: The following Council Members were present:

Lewis, Hall, Finnila, Nygaard and Kulchin.
None.
APPROVAL OF MINUTES: None
CLOSED SESSION:
Council recessed into Closed Session at 4:30 p.m. to consider the following:
74 ‘. GOVERNMENT CODE SECTION 54957.6 - To discuss employer-employee
relations, salaries, salary schedules, and compensation in the form of fringe
benefits with designated staff as labor negotiators (Frank Mannen, Assistant City
Manager; Jim Hawks, Police Chief; Julie Clark, Acting Human Resources Director;
Deborah Porter, Management Analyst; and Richard S. Whitmore, Esq.) with respect
to the negotiations with the CPOA, CFA, CCEA, Police Management Association
employee organizations and unrepresented employees.

Council reconvened at 550 p.m. with all Council Members present. Mayor Lewis
announced that Council had heard the information and instructed staff and the attorney
regarding the item.

By proper motion, the Special Meeting of December 5, 2000 was adjourned at 550 p.m.
