HomeMy WebLinkAbout2001-04-10; City Council; MinutesMINUTES MEETING OF : CITY COUNCIL (Regular Meeting) DATE OF MEETING: April 10, 2001 TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Mayor Lewis called the Meeting to order at 6:00 p.m. ROLL CALL was taken by the Assistant City Clerk, as follows: Present: Absent: Lewis, Kulchin, Finnila, Nygaard, and Hall. None. APPROVAL OF MINUTES: None PROCLAMATION: Mayor Lewis presented Police Chief Jim Hawks and Rebecca Birket, Communications Dispatcher, with a proclamation declaring April 9-15, 2001 “Public Safety Telecommunicator Appreciation Week”. CONSENT CALENDAR: ACTION: On a motion by Mayor Pro Tern Kulchin, Council affirmed the action of the Consent Calendar, Items #I through #5, as follows: AYES: NOES: Lewis, Kulchin, Finnila, Nygaard and Hall. None. WAIVER OF ORDINANCE TEXT READING: Council waived the reading of the text of all Ordinances and Resolutions at this Meeting. 1. AB #16,147 - AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CARLSBAD WATER RECYCLING FACILITY MEMBRANE FILTRATION EQUIPMENT PROCUREMENT, PROJECT NO. 3675. Adopting RESOLUTION NO. 2001-108, approving plans and specifications, and authorizing the City Clerk to advertise for bids for the Carlsbad Water Recycling Facility Membrane Filtration Equipment Procurement, Project No. 3675. 2. AB #16,148 - REQUEST TRANSPORTATION DEVELOPMENT ACT (TDA) FUNDING FROM SANDAG FOR TWO PROJECTS. Adopting RESOLUTION NO. 2001-109, authorizing staff to pursue TDA funding from SANDAG for construction of bicycle and pedestrian facilities in two locations in Carlsbad. Adopting RESOLUTION NO. 2001-I 10, approving out-of-state travel for Planning staff to make a presentation at the American Shore and Beach Preservation Association (ASBPA) National Conference in Washington D.C. AB #16,150 - APPROVAL IN CITY’S MEMBERSHIP IN NOVELL’S MASTER LICENSE AGREEMENT Adopting RESOLUTION NO. 2001-111, approving city membership in a Master License Agreement with Novell, Inc. through the State of California. AB #16,154 - AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF POINSETTIA LANE OVERHEAD WIDENING, PROJECT NOS. 3551, 3442, 3829 AND 3810. Adopting RESOLUTION NO. 2001-I 14, approving plans and specifications, and authorizing the City Clerk to advertise for bids for the construction of Poinsettia Lane Overhead Widening, Project Nos. 3551, 3442, 3829 and 3810. ADOPTION OF ORDINANCE: 6. AB #16,153 - ZC 99-05 - BUERGER PROPERTY ZONE CHANGE. ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted ORDINANCE NO. NS-580 on second reading amending Section 21.05.030 of the Carlsbad Municipal Code by an amendment to the Zoning Map to grant a Zone Change, ZC 99-05, from L-C to R-l-Q on property generally located on the east side of Black Rail Road, between Poinsettia Lane and Aviara Parkway in Local Facilities Management Zone 20. AYES: NOES: Lewis, Kulchin, Finnila, Nygaard and Hall. None. PUBLIC COMMENTS: Michele Levy, 3021 Highland Avenue, asked Council to add $500,000.00 to the Cole Library’s budget to purchase additional books. DEPARTMENTAL AND CITY MANAGER REPORTS: 7. AB #16,151 - PRESENTATION ON THE CITY PERFORMANCE MEASUREMENT PROGRAM AND THE STATE OF EFFECTIVENESS REPORT Joe Garuba, Management Analyst; Lynn Diamond, Senior Management Analyst; and, Bob Johnson, Deputy City Engineer, distributed and reviewed “FY 2000 City of Carlsbad State of Effectiveness Report” (on file in the City Clerk’s Office). Council and staff discussion ensued regarding various elements of the program. April 10, 2001 CARLSBAD CITY COUNCIL MEETING Page 3 8. ACTION: On a motion by Mayor Pro Tern Kulchin, Council accepted and filed the report. AYES: Lewis, Kulchin, Finnila, Nygaard and Hall. NOES: None. AB #16,152 - CARLSBAD COMMUNITY CABLE TELEVISION FOUNDATION APPOINTMENTS. Council concurred with the Mayor’s request to continue this item to April 17, 2001. COUNCIL REPORTS AND COMMENTS: Council Member Nygaard said that the east-west rail line has been placed in the NCTD budget. Mayor Pro Tern Kulchin said that additional sand was placed on Torrey Pines Beach last Friday and 400,000 cubic yards of sand will also be placed in north and south Carlsbad. Mayor Lewis announced that the Metropolitan Water District approved the Cadiz Project today. He noted that the Cadiz Project has not shown a profit for approximately 5 years and money has been loaned to keep the project proceeding forward. He noted that the EIR and economic plan have not yet been submitted. CITY MANAGER COMMENTS: None. CITY ATTORNEY COMMENTS: None.
