HomeMy WebLinkAbout2001-04-24; City Council; Minutes (2)MINUTES MEETING OF : CITY COUNCIL (Regular Meeting) DATE OF MEETING: April 24, 2001 TIME OF MEETING: 6:00 p.m. PLACE OF MEETING: City Council Chambers CALL TO ORDER: Acting Mayor Pro Tern Nygaard called the Meeting to order at 6:00 p.m. ROLL CALL was taken by the City Clerk as follows: Present: Absent: Finnila, Nygaard, and Hall. Lewis and Kulchin. APPROVAL OF MINUTES: Council concurred to continue approval of the Special and Regular Meeting of March 20, 2001. On a motion by Council Member Hall, Minutes of the following meetings were unanimously approved as presented: Minutes of the Special Meeting held April 9, 2001 Minutes of the Special meeting held March 27, 2001 Minutes of the Regular Meeting held March 27, 2001 PRESENTATIONS: Brian Watson, Fire Division Chief, presented to those responsible in the life-saving actions of Edward Karpinski, who suffered cardiac arrest recently at a City facility. Wayne Hooper, Paramedic/Firefighter, described the upcoming Automatic Electronic Defibulator Program. Acting Mayor Pro Tern Nygaard presented a proclamation to Maggie Houlihan, representing the Spay Neuter Action Project, declaring April, 2001 “Prevent a Litter Month”. Acting Mayor Pro Tern Nygaard presented a proclamation to Marva Bledso, Executive Director of the Women’s Resource Center, declaring April, 2001 “Sexual Assault Awareness Month”. Page 2 April 24, 2001 CARLSBAD CITY COUNCIL MEETING CONSENT CALENDAR: Council concurred to pull Item #4 for discussion. ACTION: On a motion by Council Member Hall, Council affirmed the action of the Consent Calendar, Items #I through #6, with the exception of #4, as follows: AYES: Finnila, Nygaard and Hall. NOES: None. ABSENT: Lewis and Kulchin. WAIVER OF ORDINANCE TEXT READING: Council waived the reading of the text of all Ordinances and Resolutions at this Meeting. 1. 2. 3. 4. 5. AB # 16,163 -AMENDING JOB DESCRIPTIONS, CLASSIFICATIONS AND SALARY SCHEDULE IN THE POLICE DEPARTMENT Council adopted RESOLUTION NO. 2001423, reallocating salary ranges in the Police Department, amending the General Employee’s and the ‘Carlsbad Police Officers Association Salary Schedules and revising classification descriptions. AB #16,164 -AMENDING JOB DESCRIPTIONS, CLASSIFICATIONS AND SALARY SCHEDULES IN THE RECREATION AND INFORMATION TECHNOLOGY DEPARTMENTS Council adopted RESOLUTION NO. 2001-124, reclassifying the Park Development Manager, updating job titles in Information Technology and amending the Management Salary Structure, the General Employees’ Salary Structure and Conflict of Interest Code. AB #16,165 - APPROVAL OF AN AGREEMENT WITH THE CARLSBAD POLICE MANAGEMENT ASSOCIATION (CPMA). Council adopted RESOLUTION NO. 2001-125, approving an agreement with the Carlsbad Police Management Association for a 3% @ 50 retirement benefit for all sworn police employees; modifying the employer paid member contribution for all sworn police employees from nine (9%) percent to eight (8%) percent, and approving the Management Compensation Plan. AB #16,166 -AMENDMENT TO AGREEEMENT FOR CALIFORNIA PUBLIC EMPLOYEE’S RETIREMENT SYSTEM SAFETY CONTRACT This item was pulled for discussion. AB #16,167 CONTRACT FOR CONSTRUCTION FO THE 200/01 STREET SEALING PROJECT NO. 3667-3 Council adopted RESOLUTION NO. 2001-129, accepting bids and awarding a contract to American Asphalt for construction of the 2000/01 Street Sealing Project. AB #16,171 -APPROVAL OF QUITCLAIMS FOR EXISTING OPEN SPACE EASTMENTS, AVIARA PHASE III UNIT 3 - PR 00-108, 109, 110 AND PR 01-040 AND 041 - CT 92-03. Council adopted RESOLUTION NO. 2001-132, quitclaiming five quitclaim deeds for portions of existing open space easements originally dedicated to the City at Aviara Phase III Unit 3. DISCUSSION OF CONSENT CALENDAR ITEM 4. AB #16,166 -AMENDMENT TO AGREEEMENT FOR CALIFORNIA PUBLIC EMPLOYEE’S RETIREMENT SYSTEM SAFETY CONTRACT Ron Ball, City Attorney, read the title of Ordinance No. NS-582 and said the second reading would occur on May 15,200l. ACTION: On a motion by Council Member Hall, Council approved the introduction of ORDINANCE NO. NS-582 authorizing an amendment to the contract between the City Council and the Board of Administration of the California Public Employees’ Retirement System; and, Council adopted RESOLUTION NO. 2001-126, approving an amendment to contract between the Board of Administration California Public Employees’ Retirement System and the City Council, City of Carlsbad; and, Council adopted RESOLUTION NO. 2001-127, reducing the City’s current nine percent (9%) CALPERS Employer Paid Member Contribution for Sworn Police Employees to eight percent (8%); and, Council adopted RESOLUTION NO. 2001-128, authorizing the one percent (1%) CALPERS Employee Contribution for Sworn Police Employees to be deducted on a pre-tax basis. AB #16,170 - ESTABLISHMENT OF SPEED LIMIT ON AVIARA PARKWAY ACTION: On a motion by Council Member Hall, Council approved the adoption of ORDINANCE NO. NS-581 amending Title 10, Chapter 10.44, of the Carlsbad Municipal Code by the revision of Section 10.44.330 to establish a Prima Facie 45 Mile Per Hour Speed Limit upon Aviara Parkway from Poinsettia Lane to its intersection with Palomar Airport Road. AYES: Finnila, Nygaard and Hall. NOES: None. ABSENT: Lewis and Kulchin. Michele Levy, 3021 Highland, expressed concern for a home based business in Carlsbad and said she looked forward to Code Enforcement addressing the issue. She also said there is an excessive amount of lighting incorporated into the new landscaping at the Cole Library. ANNOUNCEMENTS Acting Mayor Pro Tern Nygaard announced that City Council Members have been invited and may be participating in the upcoming events: Thursday, April 26, 2001 - 6:00 p.m. Outstanding Educational Program Awards Dinner La Costa Resort and Spa 2100 Costa Del Mar Road, Carlsbad ADJOURNMENT TO A JOINT MEETING THE CARLSBAD MUNICIPAL WATER BOARD: Acting Mayor Pro Tern Nygaard adjourned to the Joint Meeting of the Carlsbad Municipal Water District Board and City Council at 6:27 p.m. and reconvened at 6:38 p.m. with all members present except Mayor Lewis and Mayor Pro Tern Kulchin. DEPARTMENTAL AND CITY MANAGER REPORTS: 9. AB #16,169 - HISTORIC PRESERVATION COMMISSION APPOINTMENT Council concurred to continue this item until the Mayor’s return. April 24, 2001 CARLSBAD CITY COUNCIL MEETING Page 5 COUNCIL REPORTS AND COMMENTS: Acting Mayor Pro Tern Nygaard announced that the Mayor is recovering and resting comfortably, but is still unable to accept visitors.
