None. APPROVAL OF MINUTES: On a motion by Mayor Pro Tern Kulchin, Minutes of the following meetings were unanimously approved as presented (Mayor Lewis abstained on approval of the Minutes of April 17’h due to his absence; Lewis and Kulchin abstained on approval of the Minutes of April 24’h due to their absence; and Lewis abstained on approval of the Minutes of May IS’ due to his absence.): Minutes of the Regular Meeting held April 3, 2001. Minutes of the Joint Special Meeting held April 3, 2001. Minutes of the Regular Meeting held April 17, 2001. Minutes of the Regular Meeting held April 24, 2001. PRESENTATION: Mayor Lewis expressed appreciation to everyone for their kind thoughts and prayers during his recent illness. Mayor Lewis presented a proclamation to Kevin Radcliffe, representing Carlsbad Optimist Club, declaring the week of May 13’h “Respect for Law Week”. CONSENT CALENDAR: ACTION: On a motion by Mayor Pro Tern Kulchin, Council affirmed the action of the Consent Calendar, Items #I through #5, as follows: AYES: NOES: Lewis, Kulchin, Finnila, Nygaard and Hall. AB #16,177 - FLOWER FIELDS GRANTS NO. 3 AND 4. Adopting RESOLUTION NO. 2001-135, approving two grant requests by the Carltas Company to provide research and assistance and to ensure the long- term productivity of the Carlsbad Ranch Flower Fields. AB #16,178-AMENDING JOB DESCRIPTIONS, CLASSIFICATIONS AND SALARY SCHEDULE IN THE LIBRARY. Adopting RESOLUTION NO. 2001-136, reallocating salary ranges in the Library, amending the General Employees’ Salary Schedule and revising classification descriptions. AB #16,179 -APPROVAL OF PURCHASE OF THREE PARAMEDIC MODULAR AMBULANCES. Adopting RESOLUTION NO. 2001-137, authorizing the purchase of three paramedic modular ambulances. AB #16,180 - APPROVAL OF A CONTRACT FOR A UTILITY BILLING INTERACTIVE VOICE RESPONSE SYSTEM. Adopting RESOLUTION NO. 2001-138, approving a contract with Selectron, Inc. for the Interactive Voice Response System for utility billing. AB #16,181- REPORT ON SETTLEMENT OF LAWSUIT ENTITLED CITY V. RUDVALIS AND CITY V. BAKER. Reporting terms and conditions of the settlement, as required by the Brown Act, in City V. Rudvalis, Case No. N 78252-1, and City V. Baker, Case No. N 78249- I, Poinsettia Lane Extension. ADOPTION OF ORDINANCE: 6. AB #16,182 - ESTABLISHMENT OF A SPEED LIMIT ON FARADAY AVENUE. ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted ORDINANCE NO. NS-583, on second reading, amending Title 10, Chapter 10.44, of the Carlsbad Municipal Code by the amendment of Section 10.44.320 to establish a Prima Facie 40 Mile Per Hour Speed Limit upon Faraday Avenue from College Boulevard to Cannon Road. AYES: Lewis, Kulchin, Finnila, Nygaard and Hall. NOES: None. May 8,200l CARLSBAD CITY COUNCIL MEETING Page 3 PUBLIC COMMENT Michele Levy, 3021 Highland Avenue, expressed concern that there is excess lighting in the landscaping at the Cole Library and that those lights are left on all night long. She expressed concern that there are still empty bookshelves in the Cole Library. John Jones, 3292 Roosevelt, said that assistance animals are the only animals that should be allowed at the street faire in the Village. He said that some children are afraid of dogs. In addition, pet owners do not always pick up after their animals and do not always provide water for their animals during the street faire. Larry Johnson, representing the Carlsbad Police Officers’ Association, welcomed the Mayor back from his recent illness and presented the Mayor with a green plant. DEPARTMENTAL AND CITY MANAGER REPORT: 7. AB #16,183 - CARLSBAD RESIDENTIAL TRAFFIC MANAGEMENT PROGRAM REPORT Bob Johnson, Deputy City Engineer, and Courtney Heineman, Chair of the Carlsbad Residential Traffic Management Program Committee, presented the staff report. They reviewed a series of Power Point Slides (hardcopies on file in the City Clerk’s Office). Council and staff discussion ensued regarding various elements and policies of the proposed three-phased traffic calming program. Mr. Johnson said there would be an extensive education process to ensure that residents understand how the program works. In response to Council, Mr. Johnson explained the special sign campaign, “Keep Kids Alive. Drive 25”. Staff and Council discussion ensued regarding the future monitoring of traffic calming measures that will be installed. Mayor Pro Tern Kulchin spoke of the importance of the City Manager being included in the loop of communication as neighbors move through the process. Mr. Johnson reviewed the process and estimated a time period of 3 years to complete the process. Mr. Johnson noted that the timing largely depends on how quickly the neighbors hold their meetings and respond to staff. Council discussed the opportunity for the neighbors to apply for an extension, once a project is on the priority list. Council Member Hall said that use of a cul-de-sac and street closing (barricades) should be eliminated from the traffic calming program. He noted that there is already a particular process for installing cul-de-sacs. May 8,200l CARLSBAD CITY COUNCIL MEETING Page 4 In response to Council, Ray Patchett, City Manager, suggested that staff return to Council with an agenda bill to discuss the financial impact and costs of the traffic calming program. Mr. Johnson noted that if the residents are willing to pay for the design and construction costs of the traffic calming measures, they have the opportunity to move ahead on the priority list. He also noted that the neighbors would have the opportunity to vote on the type of traffic calming measures desired. Council Member Finnila requested that the correspondence from Michael J. Stepner, Dean of the New School of Architecture & Design, dated May 7, 2001, be entered into the record. Jerry Lasher, 6715 Clover Court, asked that the speed limit be decreased on Paseo Del Norte. In response to Council, Mr. Johnson explained that Paseo Del None is an arterial street, and as such, does not qualify under the residential traffic calming program. He suggested that Mr. Lasher contact his office. Mr. Johnson noted that there are very specific criteria that must be applicable to the subject residential street in order for it to qualify for the residential traffic calming program. ACTION: On a motion by Mayor Lewis, Council deleted the application of a cul-de-sac and barricades to close streets as a tool to implement the residential traffic calming program. AYES: NOES: Lewis, Kulchin, Finnila, Nygaard and Hall. None. Council concurred that after projects are on the priority list for 3 years, the neighbors could request a one-time two-year extension for the project to remain on the priority list. ACTION: On a motion by Mayor Pro Tern Kulchin, Council adopted RESOLUTION NO. 2001-I 39, establishing the policy for traffic calming on residential public streets in accordance with the Carlsbad Residential Traffic Management Program. AYES: NOES: Lewis, Kulchin, Finnila, Nygaard and Hall. None. Mayor Lewis introduced the following members of the Carlsbad Residential Traffic Management Committee: Courtney Heineman (Chair); Kip McBane (Vice-Chair); Tom Blake; Howard Heffner; John Murphey; Michael Ott; and, Jim Stachoviak. Courtney Heineman, Chair, distributed certificates from the City Council to each committee member in attendance for their participation on the committee. May 8,200l CARLSBAD CITY COUNCIL MEETING Page 5 COUNCIL MEMBER COMMENTS: Council Member Finnila said there would be a meeting at the Encinitas City Hall on Thursday, May 10thl from 4:00 p.m. to 6:30 p.m. to discuss Carlsbad’s watershed.
