PLACE OF MEETING: Faraday Administration Center F170
The Mayor called the meeting to order at IO:00 a.m. All City Council members were
present. Also in attendance were the City Manager and City Attorney, who acted as the
Clerk Pro Tern.
The Mayor asked for Council reports on member’s regional roles and assignments.
o Council Member Hall reported on his activities in his role as member of the
Encina Wastewater Authority.
o Council Member Finnila reported on the Palomar Airport Advisory Committee
activities.
o Mayor Pro Tern Kulchin reported on SANDAG Shoreline Erosion Committee
activities.
o Council Member Nygaard reported on NCTD activities; and
CI Mayor Lewis reported on the San Diego County Water Authority and Metropolitan
Water District activities and called on Council Member Finnila to further report on
Palomar Airport Advisory Committee activities including the recently enacted San
Diego County Regional Airport Authority (AB 93, 2001 Stats Chapter 946). The
Mayor also reported on increased water safety and security measures being
implemented by the SDCWA and the MWD.
The Mayor called a recess from IO:52 a.m. to II:00 a.m.
The City Manager had previously reviewed the Goal and Major Project Tracking Report
at the Council’s special meeting of October 17, 2001.
The Council then entertained a discussion on the status of the Habitat Management
Plan and the golf course project now pending before the California Coastal Commission
since it has invoked the consistency process under the Coastal Zone Management Act
requiring a consistency finding by the Commission and it had filed an appeal to itself of
the golf course project.
The Council then began its discussion of excess dwelling units under the Growth
Management Plan and existing Council policies. The Mayor then called a recess from
1 I:47 a.m. to 1151 a.m. Discussion then resumed on this topic. The City Manager
explained that this topic has been established as a goal and a work plan for it has been
established. The City Manager then introduced the Planning Director who explained the
work plan with the aid of a hand out (see attached).
The Mayor then returned to Item 1 and asked for a report on the City/School Committee
status and the scheduling of future meetings. The Council directed the City Manager to
schedule a joint meeting of the City Council and the Carlsbad Unified School District.
There was no public comment.
The Mayor thanked everyone for their thoughtful and complete participation and
adjourned the meeting at 12:49 p.m.
