The Mayor called the meeting to order at 8:lO a.m. All City Council members were
present. Also in attendance were the Assistant City Manager Mannen and City Attorney
Ball.
The Mayor then called for Council Member reports on regional roles and assignments
as follows:
= Council Member Hall gave his regional reports, updated the Council on EWA
activities, and Chamber of Commerce activities. Council Member Hall reported
on the activities of the Chamber of Commerce Legislative Affairs Committee and
its offer to support certain portions of the City’s legislative platform.
n Council Member Nygaard reported on LOSAN Corridor Committee and North
County Transit District activities. In addition, Council Member Nygaard reported
on the proposed high speed rail project and its draft EIR on service in the LOSAN
corridor.
. Mayor Pro Tern Kulchin reported on SAFE activities including expenditure of
funds from the Abandoned Vehicle Authority funds.
n Council Member Finnila reported on the ARJIS activities including its recent
expansion to include data from the court system in its data base available to
police officers. She further reported on Palomar Airport Advisory Committee
activities and gave an update on SANDAG activities including the pending
MHCP. She further reported on the decision by the SANDAG Board of Directors
to issue bonds to accelerate certain transportation projects in the County.
n The Mayor reported on his activities as a member of the San Diego County
Water Authority and gave an update on the Metropolitan Water District activities
including the beneficial use policy of the surface waters of the new east side
reservoir.
The Mayor moved, it was seconded and unanimously approved to add a discussion of
migrant and farm worker encampments to its agenda pursuant to Government Code
section 54954.2 since this matter came to the Council’s attention subsequent to the
agenda being posted.
Assistant City Manager Frank Mannen and Deputy Public Works Director Doug
Duncancon gave the Council an update on the issue including a brief status report.
The Council directed the City Manager to place the following issues on a future Council
Workshop:
n The Pine Park Site Master Plan process.
n A proposed communication plan including the status of a public information
officer or other program to deliver timely information to the citizens of Carlsbad.
n Discussion of the future proposed municipal golf course site including an update
on its permitting process and possible solicitation of future citizen input.
a Discussion and report of recreational activities and their financing including the
proposed City wide trails system.
There was no public comment.
The mayor thanked the other Council Members and staff present at the meeting for their
participation and adjourned the meeting at 10 a.m.
