MEETING OF : CARLSBAD CITY COUNCIL AND HOUSING AND
REDEVELOPMENT COMMISSION
(Joint Special Meeting)

PLACE OF MEETING: City Council Chambers
CALL TO ORDER: Mayor/Chair Lewis called the Meeting to order at 4:30 p.m.
ROLL CALL was taken by the Deputy City Clerk, as follows:
Present: Lewis, Kulchin, Finnila, Nygaard and Hall.
Absent: None.
PUBLIC COMMENT: None
CLOSED SESSION:
Council/Commission recessed into Closed Session at 4:30 p.m. pursuant to the
following:
1. GOVERNMENT CODE SECTION 54957.6 - To discuss employer-
employee relations, salaries, salary schedules and compensation in the
form of fringe benefits with designated staff as labor negotiators (Frank
Mannen, Assistant City Manager; Jim Elliott, Administrative Services
Director; Julie Clark, Human Resources Director; Mike Smith, Interim
Fire Chief; Debbie Porter, Management Analyst; and, Dan Cassidy,
Esq.), with respect to the negotiations with the Carlsbad Firefighters
Association.
2. GOVERNMENT CODE SECTION 54956.8 - To instruct the City’s
negotiators (Community Development Director Sandra Holder; and
Housing and Redevelopment Director Debbie Fountain) regarding
price, terms of payment or both for the acquisition or potential
acquisition of real property generally located and generally identified as:
Property owned by Vera Soto Family Trust
2578 Roosevelt Street
Approximately 26,800 square feet total

3. GOVERNMENT CODE SECTION 54956.8 -To instruct the City’s
negotiators (Community Development Director Sandra Holder; and
Housing and Redevelopment Director Debbie Fountain) regarding
price, terms of payment or both for the acquisition or potential
acquisition of real property generally located and generally identified as:
Property owned by Hopeful Associates
Cassia Street and Poinsettia Avenue
Approximately 826,800 square feet total

Council/Commission reconvened at 559 p.m. with all Members present,
Mayor/Chair Lewis announced that Council/Commission had heard the
information and instructed staff and the attorney regarding the items.
Mayor/Chair Lewis adjourned the Joint Special Meeting at 5:59 p.m.
