HomeMy WebLinkAbout2002-01-28; City Council; MinutesMINUTES SPECIAL MEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CITY COUNCIL STRATETIC GOALS January 28.2002 8:30 a.m. - 4:38 p.m. Grand Pacific Palisades Resort The Mayor called the meeting to order at 8:30 a.m. All City Council members were present. Also in attendance were the City Manager, City Attorney and Ann Marie Stuart, facilitator. The Mayor thanked all for their attendance and introduced the facilitator who outlined the agenda for this two-day workshop. The Council entertained a discussion of its operations and effectiveness including a review of the 2001- 2002 Strategic Goals. Council Members discussed a number of operations that could improve effectiveness in the workshop process and directed the City Manager and City Attorney to refine the Council workshop process so that, as a general rule, where feasible, the Council initiates an issue and requests staff to make a preliminary analysis of the time and resources necessary for further workshop for further consideration. The Council also directed the City Manager and City Attorney to consideration and its relevance to existing Council goals and to return to the Council at a subsequent consider scheduling closed sessions on the evening of Council hearings if those hearings are likely to be protracted. The Council continued to discuss operations and effectiveness through lunch and discussed the mode and means of increasing its effectiveness through communications to the community. The Mayor then called for a presentation of an update of the City of Carlsbad 2001-2002 Strategic Goals (copy attached). The Public Works Director then introduced the budget, performance measurement and evaluation cycle process which is initiated by the City Council goal setting process and leading to the budget adoption for the future fiscal year. He discussed topics of environmental management, transportation plan and water. He then introduced the Assistant City Manager who presented information on the parks, open space and trails in the communication goals. The Housing and Redevelopment Director then discussed the qualify of life/community development goals and the Administrative Services Director discussed finance, learning and top quality services. There was no public comment. The Mayor thanked everyone for their full participation and the Council agreed that the Finance Director would begin the discussion of the Finance goal on the second day of the workshop.
