HomeMy WebLinkAbout2002-02-20; City Council; MinutesMINUTES JOINT SPECIAL MEETING OF: CITY COUNCIL OF THE CITY OF CARLSBAD AND THE BOARD OF TRUSTEE OF THE CARLSBAD UNIFIED SCHOOL DISTRICT DATE OF MEETING: February 20,2002 TIME OF MEETING: 530 p.m. PLACE OF MEETING: Safety Center, 2560 Orian Way, Carlsbad, CA, 92008 The City Council was called to order by the Mayor and all Council members were present. Also present were the City Manager and City Attorney. The Board of Trustees of the Carlsbad Unified School District were called to order by President Pappas and all Trustees were present. Also present were the Superintendent and Assistant Superintendent for Business Affairs. The Mayor explained that the purpose of the joint meeting was to share information on the items listed on the agenda and introduced the City Manager who further explained the agenda and introduced Dennis Turner, Principal Planner, who presented a report on future growth and development with the aid of slides. A copy of that report is on tile in the office of the City Clerk. Mr. Turner reviewed major pending residential projects and discussed population projections for the City. Mr. Turner then introduced Lloyd Hubbs, Public Works Director, who discussed the status of major circulation roadways with the aid of fact sheets and maps (copies of which are on file in the office of the City Clerk). He explained each project, the project benefits, costs, financing and timing. Mr. Hubbs then introduced Mark Steyaert. Park Development Manager, who discussed pending major park projects, including the: Rancho Carrillo Park project; Zone 19 Community Park project; Larwin Park project; Pine School Park project; Northeast Quadrant Parkland acquisition; Alga Norte Park project; Business Park Recreational facility project; and Citywide Trails program. Mr. Steyaert discussed the status of each project including its size, financing and projected opening dates. President Pappas then introduced Superintendent Cheryl Ernst who presented the District's Growth. Planning and Construction projection through approximately 2010. Her presentation included a discussion of the following: The District's Mission Statement; The District's Goals for 2001-2002; Vital statistics for all schools in the District including the number of classrooms and student The District's recent renovation and construction project including its successful general population; obligation bond election in June 1997 and a discussion of the status of projects constructed or renovated with bond proceeds; The expansion and new school projects including: o Pacific Rim relocatable classroom project; o Buena Vista modernization; o Carlsbad High School electrical modernization; o Acquisition of 6225 El Camino Real for District purposes; o Completion and opening of Aviara Middle School and opening of Pacific Rim Elementary School and Jefferson Elementary School and the status of the new proposed elementary school in Calavera Hills. Superintendent Ernst then discussed future plans for construction, enrollment and boundaries A listing of the financial challenges associated with the construction of new schools including Projected cohort and growth for grades 9 through 12. including future school/building projects; those present for the proposed second high school; and Superintendent Ernst presented a study of growth and elementary school 'boundaries and attendance boundaries within the District and within each quadrant of the City and concluded with a District-wide student enrollment projection for 1999 through 2010. President Pappas expressed the Board's appreciation for the excellent exchange of information including the in-depth reports so that the District and City continue in an effective manner. President Pappas further explained the restrictions on funding sources and costs beyond the District's control. Mayor Lewis acknowledged these comments and explained that the City's revenues are also restricted and subject to influences beyond its control and that its resources are committed to the many services, facilities and programs available or proposed to its citizens. The Mayor called for public comment and no one appearing therefore thanked everyone for their complete participation and the meeting was adjourned at 7:37 p.m. RRpectfully submitted, RONALD R. City of Carlsbad Project Funding Request Fact Sheet Project: Description: Project Cost: Regional Need: Issues: Location Map: Cannon Road Reach 2B Construct of approximately 0.7 miles of four-lane major arterial roadway from Frost Street to Faraday Avenue. The project includes full width grading and construction of four paved lanes (two in each direction separated by a raised improved median), bicycle lanes, curbs and gutters, sidewalk, streetlights and drainage improvements. $1,800,000 This segment of Cannon Road completes the last remaining linkage providing an arterial connection from El Camino Real to Interstate 5 and the Coast Highway. Cannon Road is an east/west connector which serves to provide regional access to the LegoLand and the City's on Palomar Airport Road. industrial parks. Completion of this linkage will help to relieve existing traffic congestion There are no remaining technical issues for the project. All agency permits have been obtained. Plans and specifications have been approved. The project is to be constructed by a developer under a reimbursement agreement which is fully executed. Construction has begun and should be complete in 2003. Cannon Road Reach ZB Project Funding Request Fact Sheet 10-16-01.doc CANNON ROAD AND COLLEGE BOULEVARD EXTENSION \ '\ PACIFIC OCMN PROJECT DESCRIPTION: Construction of two lanes of the ultimate four lane major arterial Cannon Road from El Camino Real to College Boulevard (known as Cannon Road Reach 3). improvements on College Boulevard from El Camino Real to Carlsbad Village Drive and on The project also includes construction of the ultimate four lane arterial improvements on Cannon Road from College Boulevard to the existing westerly terminus of Cannon Road at the CarlsbadlOceanside city boundary (known as Cannon Road Reach 4). PROJECT BENEFITS: The project would complete a major easffwest arterial roadway linking Melrose Drive in Oceanside with Interstate 5 in Carlsbad. The project diverts a small but potentially significant amount of traffic from Palomar Airport Road and Highway 78. In conjunction with the extension of College Boulevard northward into Oceanside, the project would relieve congestion on El Camino Real and Tamarack Avenue. PROJECT COST: Reach 3 Cannon Road $9,000,000 Reach 4 Cannon Road $11,000,000 College Boulevard $15,000,000 PROJECT FINANCING: $1,455,000 in TransNet Highway 78 funds currently allocated for Reach 3 of Cannon Road. Staff is currently working with the property owners in Zones 7, 14, and 15 on creation of a Bridge and Thoroughfare District to fund construction of College Boulevard and Cannon Road Reach 3. No fund source has been identified for Reach 4 of Cannon Road. PROJECT TIMING: College Boulevard and Reach 3 of Cannon Road could begin construction by summer 2002 and be complete by 2004. Reach 4 of Cannon Road crosses through the Coastal Sage Habitat Preserve and would require significantly more negotiations with the resource agencies and the City of Oceanside prior to obtaining project permits. Poinsettia Lane is a four lane major arterial road which includes a raised landscaped median. The completion of this segment of Poinsettia Lane, in conjunction with the proposed construction of Reach C will complete the linkage of Poinsettia Lane from El Camino Real in the east to Interstate 5 and the Coast Highway in the west. $8,500,000 The construction of this segment of Poinsettia Lane will open a new and important east/west transportation route and provide tremendous relief to the growing traffic congestion on Palomar Airport Road. Poinsettia Lane will accommodate build-out traffic volumes ranging from 25,000 Average Daily Trips per day (ADT) to 35,000 ADT.
