The Mayor called the meeting to order at 11:lO a.m. All Council Members were present with Council
attendance were the City Manager and City Attorney.
Member Nygaard attending by teleconference pursuant to Government Code section 54953. Also in
The Mayor called upon the City Manager who presented that Quality of Life Strategic Goals for 2002-
2003 which were unanimously adopted by the Council and attached as Exhibit A. The Council further
considered a draft City Council Mission Statement and directed the City Manager to redraft it to reflect
the recognition that in providing top-quality service to its citizens requires recognition of the Council
Members' regional responsibilities.
The Mayor then called on the City Manager to review the Goal and Major Project Tracking Report and to
the office of the City Clerk.

The Mayor then called upon the City Attorney who presented a draft amendment to City Council, Rule of
Procedure Section 1.20.370. After discussion, the Council directed the City Attorney to amend the draft
rule to reduce the time a matter can remain before the Council as a result of a tie vote from 120 days to
60 days and, if no decision is reached, the application is denied and to include a provision that any
Council Member may make a written request during the 60-day period that the matter be restored to the
Council's agenda.
The Council continued its discussions through, lunch and the Mayor called upon Council Member
Ramona Finnila to report on regional activities, including a report on SANDAG activities and regional
roadways. She reported that SANDAG had created a technical advisory committee to advise on regional
roadways to enhance mobility and reduce congestion as part of the Strategic Transportation
under that program. The Council directed the City Manager to prepare an item for the agenda ratifying
Improvement Program and that Faraday Avenue and Poinsettia Lane will be considered for funding
the letter from the City Manager to SANDAG requesting inclusion of certain circulation roadways.
The Mayor called for public comment and there being none, thanked everyone for their full participation
and adjourned the meeting at 1:00 p.m.
