HomeMy WebLinkAbout2002-04-17; City Council; MinutesMINUTES SPECIAL MEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: CITY COUNCIL STUDY SESSION April 17,2002 11:OO a.m. - 1:00 p.m. Faraday Administration Center F173A The Mayor called the meeting to order at 11:05 a.m. All Council Members were present. Also in attendance were the City Manager, City Attorney and Planning Director. The Mayor called Item 2 out of order and the Council entertained a brief discussion of it. The Mayor then called upon the City Manager who reviewed the Major Project Tracking Report (on file in the office of the City Clerk) and gave a brief update on each major goal project. The Mayor then called on Council Member Finnila to introduce a discussion of Item 4, the Council's continuing and future efficiency and effectiveness. She further reported on the status of regional governance bills now pending in the state legislature and requested the regular City Council agenda to include an opportunity to report on the progress of these bills through the legislature. The Council continued its discussion through a working lunch and the Mayor called on Mayor Pro Tem Kulchin who reported on the budget's activity at the Encina Wastewater Authority, the activities of the SAFE Board and the SANDAG Shoreline Erosion Committee. The Mayor then called upon Council Member Nygaard who reported on the high speed rail public workshop including considerations of double tracking, grade separations, pedestrian crossings, two year budget activity and coordination between NCTD and the High Speed Rail Corridor Commission. The Mayor then called on Council Member Finnila who reported on the status of regional arterials including the recommendation by the SANDAG subcommittee to not include Poinsettia Lane and would be considered by SANDAG at its meeting of May 24, 2002. She further reported on the progress Faraday Avenue on the list of regional arterials, and further reported that the regional transportation plan of regional governance bills, AB 2095 (Kehoe) and SB 1703 (Peace). The Mayor then reported on water legislation and gave an update on SB 610 (Costa) and SB 221 (Kuehl) bills and further reported on the governor's report on homelessness issued in March 2002. There was no public comment. The Mayor thanked all for their full participation and adjourned the special meeting at 1:02 p.m, RmAfully submitted, RONALD R.
