CALL TO ORDER: Mayor/President/Chair Lewis called the Joint Special Meeting to order
at 6:47 p.m.
ROLL CALL:
Present: Lewis, Finnila, Nygaard and Hall.
Absent: Kulchin.
APPROVAL OF MINUTES:
On a motion by Council Member/Board Member/Authority Member/Commissioner Finnila,
Minutes of the following meeting were unanimously approved as presented:
Carlsbad Public Financing Authority Special Meeting March 6, 2001.
CONSENT CALENDAR:
ACTION: On a motion by Council Member/Board Member/Authority
Member/Commissioner Finnila, the
Council/Board/Authority/Commission affirmed the action of the Consent
Calendar, Item #9, as follows:
w: Lewis, Finnila, Nygaard and Hall.
NOES: None.
ABSENT: Kulchin.
WAIVER OF ORDINANCE TEXT READING:
This is a motion to waive the reading of the text of all ordinances and resolutions at this
meeting.
9. AB #16.893 -AMENDMENT OF LOCAL CONFLICT OF INTEREST CODE.
Council adopted City Council RESOLUTION NO. 2002-277, amending the local
conflict of interest code and adopting the revised appendix updating the designated
positions and their disclosure categories; and,

The Commission adopted Housing and Redevelopment RESOLUTION NO. 359,
amending the local conflict of interest code and adopting the revised appendix
updating the designated positions and their disclosure categories; and,
The Authority adopted Public Financing Authority RESOLUTION NO. 5, amending
the local conflict of interest code and adopting the revised appendix updating the
designated positions and their disclosure categories; and,
The Board adopted Municipal Water District RESOLUTION NO. 1171, amending the
local conflict of interest code and adopting the revised appendix updating the
designated positions and their disclosure categories.
ADJOURNMENT:
By proper motion, the Joint Special Meeting of September 17, 2002 was adjourned at 650
p.m.
