(Joint Special Meeting)

CALL TO ORDER: Mayor/President/Chair Lewis called the Meeting to order at 6:32 p.m.
ROLL CALL: The following members were present:
Present: Lewis, Kulchin, Finnila, Nygaard and Hall.
Absent: None.
DEPARTMENTAL REPORT:
7. AB #16,924 - ENCINA POWER PLANT PROCESSING REQUIREMENTS - PROPOSED
DESALINATION FACILITY.
Ron Ball, City Attorney, reviewed the staff report.
Mr. Ball referred to his memo to Council dated October 7, 2002 and suggested that the gth bullet
point for the Principles for Desalination Negotiations be separated into two bullet points as
follows:
A desalination project shall provide water reliability so that the City’s annual base need,
not including recycled water, is met which shall be subject to local control and
appropriation.
Drought allocation rules established by the County Water Authority as to the remainder
amounts from a desalination project shall be applied equally to all other member
agencies.
Council Member/Board MembedCommissioner Finnila spoke of the importance of adopting
additional principles for the Redevelopment Agency for desalination negotiations. Mayor Pro
TemNice PresidenWice Chair Kulchin concurred.
ACTION: On a motion by Mayor Pro TemNice PresidentAlice Chair Kulchin,
Council/Board/Commission adopted the additional principles for desalination
negotiations to ensure that the Redevelopment Agency shall be made whole
for any possible loss in tax increment and that its project shall not be
prejudiced or compromised as a consequence of a desalination project and
direct the Housing and Redevelopment Director to process the necessary
October 15,2002 City Council/CMWD/Housing and Redevelopment Commission Meeting Page 2
implementing amendment; and that the gth bullet point for the Principles for
